Warranted Contracting Officer that performed a full range of pre-award and post-award duties, contract administration, and contract close-outs in support of mission essential acquisitions. Pre-Award contract responsibilities included preparation and review of procurement packages to ensure all documents were provided to award contracts within established procurement acquisition lead time (PALT) and milestones. Prepared contractual documents that were technically sound to include the Request for Service Contract Approval (RSCA), Anti-Terrorism/Operation Security (AT/OPSEC), Purchase Descriptions, Performance Work Statement and Independent Government Estimate. Planned, directed, and coordinated the activities and operations of a Contingency Contracting Team. Maintained a variety of contracts including linguists, supplies, subject matter experts, minor construction, and services. Advised and made recommendations to higher level management on acquisition and contingency contracts planning. Served as Contracting Officer/Team Leader to contingency contracting military personnel. Provided guidance and advice to subordinates on contracting issues and resolve conflicts. Trained, assigned work, and guided military contingency contracting personnel regarding implementation of requirements, compliance with federal contracting regulations, requests for proposals, market research, price reasonableness, and other pre-award and post-award processes. Reviewed all contracting documents for accuracy and completion. Extremely knowledgeable utilizing Federal Procurement Data System-Next Generation (FPDS-NG), Virtual Contracting Enterprise (VCE), Wide Area Workflow (WAWF), Paperless Contract File (PCF), Standard Procurement Desktop-Defense (PD2), Contracting Officer Representative Tool (CORT), Electronic Document Access (EDA), and Invoice, Receipt, Acceptance, and Property Transfer (iRAPT).
