Responsible for overall management of long-term planning and habitat restoration project with the Florida Department of Environmental Protection - Florida Park Service.

FRS is focused on providing private and public clients with a variety of professional services in the areas of: forest management (silvicultural prescriptions, prescribed burning, water quality BMP assessments, forest certification assessments), riparian area ecology and management, wetland and upland habitat restoration (prescriptions, implementation, monitoring), watershed management, landscape ecology, threatened & endangered (T&E) species conservation and management, vegetation and wildlife species inventories, wetlands delineation, wetlands mitigation and conservation banking, federal and state environmental permitting (wetlands and T&E species), environmental assessments (NEPA, project development and environmental studies), site assessments concerning property land-use alternatives, research study design and evaluations, technical writing, and staff oversight. FRS is also a registered small business with the Florida Department of Transportation and provides professional services in the areas of environmental permitting and mitigation.

Responsible for managing a 9-11 member professional staff located in three offices (Tallahassee, Panama City, and Pensacola, Florida). Specific responsibilities include maintaining group productivity and financial performance, project management, senior technical assignments, proposal development, client relations, and marketing natural resources and ecological services both in north Florida and throughout the southeast. Group services and projects are focused on habitat assessments (uplands, wetlands, coastal), vegetation and wildlife species surveys (common, listed-protected, game, and non-game), environmental permitting (wetlands, threatened and endangered (T&E) species), mitigation (banking, in-lieu fee, and permittee-responsible), and multi-year monitoring and associated reporting to government agencies. Clients include corporate forestland owners, state departments of transportation, airport authorities, energy companies, municipal governments, and private landowners.

Primary responsibilities included project management and business development focused on corporate forestland owners interested in sustainable forestry and alternative sources of land-based revenue. Supported clients on threatened and endangered species issues. Conducted a desktop analysis to locate potential mitigation (wetlands and streams) properties across approximately 3 million acres of industrial forestlands for a private landowner. Supported several company project managers on projects related to forest-based carbon sequestration assessments: 6 million-acre Adirondack Park, NY; proposed 700-mile gas pipeline and associated corridor in western U.S. Assisted project managers on several NEPA studies (environmental assessments and environmental impact statements) at multiple U.S. Army and Navy facilities.

Member of Sustainable Forestry & Forest Policy Group: supported IP’s commitment to the Sustainable Forestry Initiative® via technology transfer, research, policy engagement, and outreach. Based at IP's 16,400-acre R&D forestry research facility (Southlands Forest). Assisted with developing silvicultural prescriptions & harvest budgets, administering timber sales, managing hunting clubs, and executing prescribed burns. Supported Environmental Management System from 2001-2004 and prepared for internal & 3rd party audits: ISO 14001 and SFI®. Co-developed a habitat conservation plan (HCP) for the endangered red-cockaded woodpecker (RCW). HCP covered 5 million acres of IP ownership in 8 states, contributed to species recovery goals, & created a conservation bank. Developed gopher tortoise survey methodology, conducted population & habitat surveys, & administered contractor activities on 35,000 acres of IP forestland in AL & MS. Led assessment project of wetlands/stream mitigation banking opportunities across IP forestland (8-10 million acres). Provided technical assistance regarding water quality, hardwood regeneration & management, non-game wildlife populations & habitat. Co-led development of forest landscape classification strategy; incorporation of wildlife, biodiversity, & landscape management into forest management manual; & riparian area/hardwood management strategy. Investigated applicability of forest ecosystem management paradigm. Led a cooperative research study comparing composition & structure of loblolly, slash, & longleaf pine forests. Served as technical advisor for Dry Creek Long-term Watershed Study: investigated effectiveness of GA forestry BMPs concerning multiple response variables. Collaborated on a longleaf pine regeneration study. Served on AF&PA - Forest Water & Wetlands Committee. Co-developed & delivered training modules on T & E species, non-forested wetlands, forest landscape classification, biodiversity, & stand-level wildlife management.

Worked with a variety of clients including state DOTs, county governments, waste management corporations, engineering firms, and private developers on environmental issues regarding wetlands. Delineated and assessed forested and herbaceous wetlands pursuant to federal (USACE), state (Florida), and regional (Florida Water Management Districts) regulations throughout northeast Florida and coastal Georgia; included wetlands significantly altered. Coordinated/ conducted on-site inspections with regulatory personnel. Prepared federal and state wetland resource permits. Assessed and ranked sites as potential wetland mitigation banks and developed wetland mitigation/restoration/creation plans.

Providence Water Supply Board provides potable water for approximately 600,000 Rhode Islanders. Responsible for the daily operations of the watershed division including land management, watershed maintenance, watershed property and facility security, and forest management activities occurring on 11,000-acre municipal watershed property. Supervised 3 natural resource professionals, 11-member watershed maintenance crew, 3-member watershed security force, summer interns, private contractors, logging contractors, and graduate students. Investigated land-use practices, assessed site conditions, and evaluated land development projects within 60,000-acre watershed to ascertain potential impacts to surface water supplies. Researched and initiated a continuous forest inventory project. Implemented existing forest management plans. Cruised and marked timber. Monitored harvesting operations and administered timber sales. Assessed stand conditions and prescribed silvicultural treatments. Monitored and assessed forest pest conditions and wildlife populations. Identified ecologically and hydrologically sensitive areas. Conducted forest regeneration surveys. Maintained and relocated property boundaries. Coordinated/administered forest fire protection and tree planting operations.
