Respond to and interacts using a variety forms of community with residents, neighborhoods, neighborhood associations, and the business community. 4. Define the powers and duties of appointed officers and employees 5. Adopt a budget to guide expenditures and revenue 6. Appropriate funds to operate Town government 7. Along with the Town Council, appoint Town Manager to act as administrative head of the various Town departments and the employees 8. Affirm the Mayor's appointment of members to various advisory committees and commissions Time Commitment Council members may also serve as back-up role for the Mayor, and are sometimes needed as spokesperson for the community and standing in as head of the Town. Council members represent the Town on various regional and local committees, including, but not limited to, the East Valley Partnership, Maricopa and Central Arizona Association of Governments, Greater Phoenix Economic Council, and other affiliated committees and subcommittees. Additionally, there are often other time commitments required throughout the work week, including some impromptu meetings and appointments.
