About Craig O'Connor

International finance professional with over 30 years of diverse experience in renewable energy and climate finance, international finance, international business development, program management, and education and training. Created the Renewable Energy Business Development Initiative at the U.S. Export-Import Bank that has generated over $4 billion in financing for renewable energy projects. I began my career at the Bank in January 1993, as the Loan Officer for the Middle East and North Africa. I was appointed as the Bank’s Environmental Liaison Officer in 1994, and also served as the Director for International Business Development from 1998-2008, where I covered the Asia Pacific and Latin America Regions. I was appointed as the Director of the Congressionally-mandated Office of Renewable Energy in 2008 to lead the Bank's Initiative to grow its renewable energy portfolio. During my career at the Bank I have specialized in working with leading renewable energy companies to create "bankable" project finance structures to support projects in a variety of international markets. I have traveled to over 60 countries establishing relationships, negotiating transactions, and leading business development missions.Specialties: International business development; international trade and project finance; international client relations and account management; development and implementation of energy project finance and investment facilities; design, operation, and evaluation of renewable energy financing mechanisms, including rural electrification; the design and development of energy investment and risk mitigation strategies; and, in the development and delivery of training courses related to international business, capital markets, energy and environmental finance, sustainable technology finance, trade finance, and banking.

As EXIM's Renewable Energy Officer, I work with global Fortune 1000 companies in the financing of environmentally-beneficial projects such as solar, wind, and storage. I manage business development, advise U.S. exporters, as well as international customers and project sponsors, on the EXIM’s approach to trade, project, and structured finance. Over the past few years I have represented EXIM on trade missions to India, Brazil, Saudi Arabia, UAE, South Africa, Turkey, Mexico, Chile, and Vietnam, among other countries. I led EXIM’s efforts to promote renewable energy financing in India that resulted in EXIM becoming the first international financial institution to finance a project under the Indian Government’s National Solar Mission (NSM). I worked extensively with Indian solar project sponsors, including Azure Power, Kiran Energy, and others that resulted in EXIM financing the first 9 projects under Phase 1 of the NSM totaling $400+ million.In 2021, I worked closely with ESS in originating, advising and structuring EXIM’s first-ever energy storage transaction Sapele Power - one of the first energy storage projects in Nigeria and the entire sub-Saharan Africa region, and EXIM's 2022 Sub-Saharan Africa Deal of the Year. In 2022, working closely with First Solar, I originated, and underwrote, the 53.5MW Olanchito Solar Project in Honduras that is the Bank’s largest-ever solar project in the Americas, and winner of EXIM’s 2022 Deal of the Year Award.From 2019 -2022 I worked closely with SunAfrica in origination and advisory on EXIM financing that resulted in the largest-ever renewable energy project financed by EXIM: the $900 million Angola Solar Power Project approved by the Bank's Board of Directors on June 1, 2023. From 1995 - 2007, I served as the Bank’s Environmental Liaison Officer as well as Director of Business Development for Latin America, Asia Pacific, and Eastern Europe. From 1993-95, I served as Loan Officer for the Middle East & North Africa.
