Capture Strategy & Proposal Development, Space & Intelligence Systems (S&Is) Segment
In this role, I am charged with new business development functioning as Senior New Business / Capture Strategist. I develop and execute strategies for Space & Intelligence Systems Segment, including business opportunity identification and pursuit, proposal development, and pricing strategy for the largest/most strategic opportunities. I direct the integration of Capture, Proposal, Print, and Publication functions for the legacy Exelis Geospatial Solutions Division, and the legacy Harris National Business Unit. I lead 4 teams of 30 at 2 Capture Centers in Melbourne, FL, and Herndon, VA, as well as at 2 Regional Proposal Centers in Melbourne and Palm Bay, FL, a New York Regional Proposal & Publication Center in Rochester, and a FL Regional Print/Publication Center in Palm Bay, FL. I manage a team accountable for establishing and helping pursuit teams to attain Price-To-Win targets for large (>$100M) and/or strategic opportunities. • Led standup of S&IS Capture Strategy & Proposal Development organization and seamlessly consolidated 2 separate teams from legacy companies (Harris & Exelis) representing $2B in annual revenue.• Orchestrated analysis and development of go-forward plan for 2 pursuits valued at $1B each that were being separately pursued by legacy-Harris/Exelis pre-close; recommendations were accepted and implemented resulting in increased win probabilities, cost minimization, and avoidance of Organizational Conflicts of Interest.• Spearheaded S&BD Functional Integration of Exelis into Harris ($8B annual revenue). Led establishment of overarching (HQ) and S&IS-specific S&BD policies and procedures for new organization.
Director - Capture Strategy & Proposal Development, Government Communications Systems (Gcs) Division
During this time, I was accountable for developing strategies and execution plans to facilitate new business wins representing >$1.8B in annual revenue from 2 GCS Capture and Proposal Centers in Melbourne and Palm Bay, FL with 2 teams totaling 20 staff. I developed and executed professional development plan for the entire GCS Strategy & Business Development organization, personally instructed multiple courses. Supported, trained, and mentored pursuit and proposal teams. I “owned” the division’s Business Acquisition Process (BAP) and Price-To-Win (PTW) process; incorporated lessons learned and drove continuous improvement, as well as established PTW targets and instructed pursuit teams in best practices.I also served as the Six Sigma Deployment Champion for all of GCS' Strategy & Business Development organization; developed and implemented review process used as model for entire division. I led the pre-close S&BD Functional Integration of Exelis.• Won all strategic "must-win" bids.• Delivered $1.9B in orders, exceeding FY15 goal of $1.8B; achieved 2x the industry average win percentage. • Landed >$700M contract with the state of Florida government, the largest non-federal win in GCS history.• Launched training program that improved win rates from ~30% to >70% and cut costs per $ bid.• Led Six Sigma implementation for the entire GCS S&BD organization.• Turned around (improved) effectiveness of the Capture Strategy & Proposal Development team.
Director, Strategy & Business Development – Gcs, National Intelligence Business Unit
Here I directed Business Development Managers in FL, CO, MD, VA, DC, MO, and CA responsible for all core pursuits within National Intelligence Business Unit; functioned as BD Director for Mission Information Systems and Proprietary Programs Business Areas. I led the team accountable for identifying and developing opportunities for Ground Processing Systems, Geospatial Imaging Systems & Products, SIGINT Collection and Processing Systems, as well as for Space Control Systems representing >$500M annually. I managed discretionary budgets (Direct Sell and Bid & Proposal) that totaled more than $20M/year. I spearheaded identification and initial qualification of Merger and Acquisition candidates. Customers included the National Geospatial-Intelligence Agency (NGA), USAF Space Superiority Wing (AF/SMC/SY), National Reconnaissance Office (NRO), and other intelligence community customers.• Orchestrated standup of new National S&BD/Core organization.• Instituted standardized core pursuit review process and talent assessment resulting in higher capture rate and lowered costs.
Director, Mission Systems Business Development And Nsa Senior Account Executive (Sae)
I was brought on board to grow revenue from NSA; accomplished all goals while functioning in 2 roles: to expand business from NSA, the National Geospatial-Intelligence Agency (NGA), and several other intelligence community customers, and as the sole SAE for NSA to expand and sustain revenue growth. I translated NSA needs into Harris capabilities illustrating added value resulting in new revenue. I annually led 3-year strategic plan development for the Business Area.• Won 2 regional contracts (FGCM) with NGA valued at >$700M, the largest win at NGA in GCS history.• Landed $100M contract with NSA (RADIC), at the time the largest single win at NSA in GCS history.• Significant contributor to the win strategy development/execution that led to BETA-II (>$100M) win at NRO.• Selected to lead S&BD due diligence prior to acquisition of Crucial Security, Inc., (cyber capabilities) and integrate S&BD operations post-close.• Led pursuit of NSA Cryptologic Mission Management (CMM) opportunity, resulting in sole source contract award.
