About Crosby Qui, Mpa
I began my career in finance in 2022 as a budget analyst at the City of Sugar Land, Texas. I am now senior budget analyst and I believe financial management is integral to reaching strategic objectives that are within stakeholder interest. I frequently make financial decisions that comply with the organization's financial management policies, government codes, and that are backed by data analysis and financial efficiency. I am committed to increasing my skills and knowledge in the field and am currently an enrollee in the Certified Government Finance Officer (CGFO) program hosted by the Government Finance Officers Association of Texas. However, my career did not begin in public finance.I am a former teacher. My undergraduate studies were focused on social studies education. I earned a bachelor’s degree and I became a licensed teacher. In the classroom I loved seeing how young minds developed and how individuals found their self-identities. I also am an avid history buff and love teaching the content. However, I kept seeing inefficiencies in public policies, often with finances, that impacted classroom outcomes. This is what drove me to pursue a career in policy and public management. When studying for my MPA at the Bush School, I came to the realization of how responsible financial management directly leads to positive organizational outcomes. This led me to pursue a career in finance.Overall, I seek to find innovative solutions with diverse teams to resolve issues within the organization I work for. I also believe in challenging myself to earn various skillsets so I can add to my knowledge of how to solve problems. My diverse experiences in team supervision, teaching, public management, marketing, communications, and financial analysis reflect this.

Senior Budget & Strategy Analyst
After gaining promotion to a Senior Budget & Strategy Analyst I continued to be responsible for most tasks I took on as a Budget & Strategy Analyst but also gained more responsibilities within the city. I took over the management of 2 major enterprise funds, all of the city's 5 economic development funds, and maintained monitoring ARPA funds. This increased my supervision of funds totaling $154M of $385M in city funding. I also was a lead in developing advanced revenue and expenditure projection models for currently managed funds to assess historical and current year actuals to inform financial decisions for future years. Along with overseeing the cost allocation planning process for the FY25 budget cycle, I was also tasked with overseeing the modeling of city water, wastewater, and surface water utility rates for the FY25 budget cycle. I also am frequently involved in analyzing city debt schedules and CIP projects to understand their impacts on expenditures and what the city needs to consider for utility billing and fee revenues.
Budget & Strategy Analyst
As a Budget and Strategy Analyst at the City of Sugar Land, I was tasked with a variety of budgetary functions. I monitored and manage multiple city funds and departmental accounts within the general fund. I oversaw and managed approximately $45M in public funds. Even though I was the lead analyst of particular funds and department accounts, I still assist team members with the funds they lead. I executed core budget functions within the city’s capital and operating finances such as transfers, amendments, and detail entries through Munis ERP software by Tyler Technologies. I also frequently used multiple cubes and PivotTable reports to monitor financial health of the organization with live data collected within Power Queries. Other projects I was a part of include developing and drafting city budgets each fiscal year, overseeing the cost allocation planning process each budget cycle, monitoring fiscal indicators, sales and property tax reports, and investment reports to publish quarterly and monthly financials. I also designed and managed a public-facing PowerBI dashboard that monitors nearly $11 million of ARPA-funded projects across the city.
Outreach Promotions Of Education Programs And Media Intern
Worked to continue the legacy of President George H.W. Bush. I was an intern in the education department and contributed to increase program viewership from 2019 to 2021 by: 1. Creating a nationwide directory of targeted K-8 public school contacts and new methods to market education programs.2. Creating a nationwide directory of targeted K-8 Catholic schools to increase program viewership across the United States.3. Training 10 interns on how to use the national directories, what the targeted audiences were, and the methods to promote educational programs in August 2021.4. Creating targeted regions across the United States to have interns focus on.5. Began using online newsletter distribution and metric program, Smore, to analyze global viewership of programs and the frequency of newsletter engagement. After analyzing these metrics, target audiences were refined to increase viewership and programs were refined to increase focus on content that was popular amongst the target audience.
Education Program Specialist
As an education program specialist, I was able to use my skills as a teacher to design educational programs which aligned with Texas and national K-8 social studies and science standards and the mission statement of the organization.I also supervised two undergraduate interns to ensure their contributions to the educational programs were high-quality and aligned with state and national K-8 social studies and science standards. We then published a four-part educational YouTube series on federal environmental policies and marketed it to K-8 public schools across the United States.
Social Studies Teacher
Before entering graduate studies, I was a full-time 7th/8th Grade Social Studies teacher under the Technology Enriched Learning Center (TELC) program for advanced and gifted students.Since I taught two grade levels, I created two separate curriculums that aligned with Louisiana 7th (American History) and 8th grade (Louisiana History) educational standards.Classroom safety and management were areas I thrived in with a developed classroom management plan and emergency response plan that took all students and their accommodations into consideration. I earned a 3.4/4.0 rating on the final Calcasieu Parish School Board district performance evaluation as a first-year teacher, which is an achievement I am extremely proud of.
Aftercare Counselor
Our Lady Queen of Heaven School is a Catholic Pre-K-8 school in Lake Charles, Louisiana. During the time I was employed there, I was a caretaker for students during after school care. I took this job to increase my understanding of managing student behaviors before I became a teacher. I ensured that all health standards were maintained. I also supervised students to make sure that they were safe at all times, that all facilities and activities were ADA compliant, and that snacks were safe for students with underlying health conditions.
Recreational Center Supervisor
I learned a multitude of skills at the recreation center at McNeese. I learned customer service by ensuring that customers were satisfied with all services provided, that our facilities were safe and clean, as well as ADA compliant and accessible for individuals with disabilities. I also learned emergency and safety protocols that I was able to apply in my career as and educator and will continue to apply moving forward in my future places of work. I was also able to gain experience as supervisor, where I learned how to delegate tasks to coworkers, train new employees, and set expectations and procedures associated with arena and wellness center, pool, and office operations.I also learned how to organized and facilitated major events. I worked as a supervisor for events such as track meets, cheer camps, children’s summer camps, dance camps, sport camps, fraternity/sorority socials, university conventions/orientations, job fairs, state intramural tournaments, and intramural events .
