• Established RTS’s first Service Planning Department. This 4 person department with a $600,000 annual budget guides the development of the Route system, manages the Authority’s bus stops, completes the NTD ridership sample, assesses Title VI and ADA impacts, and manages public involvement for the Authority.• Created RTS’s first Service Development Plan (SDP) to implement the strategic initiatives of RTS’s Comprehensive Plan. The SDP sets the schedule for Route Overhaul and other bus service adjustments. • Facilitate and direct the Service Development Committee, the internal cross-functional working group that guides SDP initiatives and manages system performance utilizing the Route Scorecard. • Maintain RTS’s Associated Transit Improvements Plan, a plan that lays out the capital investment strategy for the system’s 2,400 stops. • Led the revision of the RTS route system to incorporate a new central hub, the RTS Transit Center. This revision included a change from 31 to 41 fixed routes, transition from through-routing to interlining philosophy, new headways for each Route, revision of pulse-mode operations, Public Hearing process, marketing and communications plan for the new system, and more.• Point person for Inter-municipal collaboration with City of Rochester, Monroe County, Genesee Transportation Council (the Region’s MPO), and New York State. • Championed innovative initiatives such as: Bus Stop Optimization, the evaluation of a Van Pool program for RTS, the Suburban Transit Center Feasibility Study, and Regional Operations Service Audit.
