Served as Product Owner Advisor and Test Manager on the State of California Department of Health Care Services Federal Draw and Reporting (FDR) Project-- a $40 million information technology system replacement and modernization project for California’s fee-for-service Medicaid programs, a.k.a Medi-Cal, a $100 Billion per year state program. The new FDR product supports the ability to schedule payments for Medi-Cal providers and other payees as well as allocate and initiate state and federal funding based on Federal Medical Assistance Percent (FMAP). The FDR product modernized the Department's ability to quickly and accurately draw and report on funding from the federal government to help ensure timely payment to providers. My specific role included facilitating user experience testing, requirements gathering, system design, and system delivery activities. Previously, served as ScrumMaster and Delivery Manager for the State of California Office of Systems Integration’s Child Welfare Digital Services project. In this role, I modeled Scrum servant leadership by partnering with full-stack technical teams to develop components of California’s new child welfare system, CWS-CARES. Also previously served on the State of California Bureau of Automotive Repair’s California Vehicle Information System Transition-In effort to establish the Project Management Office.

As Assistant Director (Data Processing Manager IV), I was responsible for establishing the State of California Project Management Office (CA-PMO). This included forming and leading teams of business and IT professionals in development of standardized project management frameworks, tools, education, and training for project management practitioners across the State, as well as overseeing project transition for CA-PMO's clients. All deliverables leverage techniques based on proven best practice and lessons learned in California, modern design approaches, and a focus on developing practical tools that are easy to use.As Chief Architect of the California Project Management Framework (CA-PMF), developed a practical guide and toolset for managing projects in the State of California. This included a CA-PMF guidance document, templates, and a website which were released April 2016. Also led development of a CA-PMF training curriculum for state practitioners. Was awarded a 2016 Best of California award for this work, as well as the Department of Technology Director's Leadership Award. Updated the CA-PMF in July 2017 with user-centered design concepts for more successful projects.Served as Project Director in development of two new California frameworks and tools on Organizational Change Management and Business Process Reengineering published July 2017 (available at www.projectresources.cio.ca.gov). Led development of Project Approval Lifecycle (PAL) training statewide and served as SME on PAL process reengineering efforts. Partnered in development of new CA Project Management Leadership Academy to increase pipeline of qualified state project managers. Developed a California Agile Framework and tools for use statewide. Published "Understanding Agile" in January 2017, a document and website that provides a clearer understanding of what it means to be agile in a government context. Published Agile planning guidance in October 2017.

The California Franchise Tax Board is the state entity responsible for administering California's income tax laws, as well as various non-tax programs. As Section Manager for Systems Engineering & Access Management, I led a team of 50 IT professionals managed through 4 highly technical DPM II and SSS III supervisors. Together, we administered FTB's Systems Engineering, Access Management, Secure File Transfer, SharePoint, Process Automation, and Configuration Management services. My teams led the organization through several technology upgrade projects including Windows 7, Axway Secure Transport v5.1 & v5.2, and SharePoint 2013. We also implemented several new technologies, including the department's Identity and Access Management and Enterprise Single Sign-On for its $400 million Enterprise Data to Revenue project, as well as implementing Two-Factor Authentication for the department's 7000+ systems.Nominated by FTB's Chief Information Officer to attend the State's Information Technology Leadership Academy in 2014. Successfully graduated from this program with distinction in June 2015 as a Star Performer.

As Budget Officer (Administrator III), I led a team of 10 business analysts managed through 2 highly effective Administrator II supervisors. We oversaw the two units responsible for development and defense of both the department's technical baseline budget ($600+ million, 5000+ positions) and the department's new budget proposals. In this role, I also provided persuasive written and verbal testimony to the Legislature and Executive Branch officers on FTB's budget and operations.

While at the LAO, I served as a nonpartisan advisor to the Legislature on policy-related, programmatic, and fiscal issues specializing in the areas of tax administration, elections policy, and administration of the state’s control agencies. This included regularly testifying in public Legislative hearings on policy, programmatic, and fiscal issues, as well as providing written economic & policy analysis of state ballot initiatives and department programs.

The New Jersey Office of Management and Budget (NJ OMB), is the primary fiscal adviser to the Governor in the State of New Jersey, and is tasked with preparing the multi-billion dollar State Budget and supervising its administration among the State’s executive branch agencies, departments, offices, and programs. While at the NJ OMB in a 1-year long, full-time internship as a Program Analyst III, I completed an in-depth economic policy development project on the taxation of various types of telecommunications companies in New Jersey which informed executive-level discussion on the issue of parity and led to the inclusion of a $50 million tax reform initiative in the Governor's Executive Budget. I also formulated a $4 million 2-year budget for a new, legislatively mandated state agency, The Highlands Council which was approved by the State Legislature.

While at CBO, I served in the Private Sector Mandates Unit of the Microeconomic and Financial Studies Division. During that time I published 14 mandate statements and cost estimates of the impact of federal mandates on the private sector in areas that include regulation of new technologies, international trade policy, land reform, immigration policy, energy, natural resource management, and the environment.

The University of Pennsylvania (UPenn), Office of the Executive Vice President of Business Services Division supports the UPenn community by leveraging better technology to drive productivity for the division and its customers, enhancing service offerings through upgrades and facility expansions on campus and in the nearby communities, and improving marketing efforts that develop new distribution channels.As a Project Associate, I researched current institutional best practices and made recommendations for improvements in the organizational structure of the West Philadelphia Partnership—a vehicle for urban and economic development in the Philadelphia region and priority for the University. This included developing recommendations and presenting them to UPenn executives, community activists, developers, and vendors. I also gained approval for revisions to the West Philadelphia Partnership bylaws to make implementing the approved recommendations a part of the core role of the organization going forward. Finally, I designed and authored a West Philadelphia Partnership Executive Board members’ manual, defining and consolidating organizational roles, responsibilities, and guidelines for improved consistency and efficiency.

The Lafayette College EXCEL Scholars program is a faculty-nominated, faculty sponsored, student-centered learning experience where selected students are challenged to make a significant contribution and are involved in all aspects of the research, from reading and analyzing articles to designing experiments, testing hypotheses, interpreting data, and writing articles about the results for publication. As an EXCEL Scholar for the Office of the Dean of Studies, I researched the intersection of the economic interests of Town and Gown as a vehicle for garnering financial and political support for urban development initiatives in college cities and towns. This included rustling up invitations from college presidents at several North East colleges and conducting site visits to explore the unique relationships between their institution and the surrounding urban environment. I presented findings and policy recommendations at regional conferences and was awarded a Jack Kent Cook Undergraduate Scholarship and grant funding to continue the research as an Honors Thesis.
