Scott previously served as the City Manager for the City of Covington, GA, just east of Atlanta, as the Assistant City Manager in Smyrna, GA, the Economic Development Director in Sugar Hill, GA, and in multiple leadership roles in Temple Terrace, FL. Scott received his master’s in public administration and a doctorate in organizational leadership. Dr. Andrews also stays on top of best practices and has received leadership certificates from Harvard, Stanford, Yale, Penn, Michigan, etc. Scott has the prestigious Credentialed Manager designation from ICMA. This is a feat that has only been attributed to approximately 1,300 local government professionals throughout the world.
