Experience in Programme Efficiency and Effectiveness in development sector:Systems, procedures/SOPs were developed to improve programme efficiency in disposing business in office with a time bound frame work and effectiveness of the initiative in the field/site, whether it be physical works, roads/buildings, community based infrastructure and/or capacity building of participating departments, communities and stake holders. A strong reporting mechanism was created to acquire field data,/information with third party random verification, field interviews and personal visits by different officers and staff with objectively verifiable indicators of physical progress and achievement of targets and objectives. Post completion monitoring studies were also conducted and converted into reports. A convenient and easy to use manual accounting system was created for effective financial monitoring & reconciliation and payment of bills which had resulted in almost zero error in audit reports during the currency of the project(s). Our system has been categorized as sound financial management by Asian Development Bank. Developed and used highly effective system of allocation of different development resources based on mathematical models on Tehsil basis.Developed and used benefit monitoring and evaluation (BM&E) system in development and education sectors to strengthen the impact of the intervention for physical infrastructure, capacity building and institutional strengthening. Lessons learnt and experience was regularly shared with stake holders through reports, workshops and seminars.As a General Manager (P&D) in an institute of higher education, I had the opportunity to work since beginning to date (16 years) in facilities and infrastructure planning & development, progress and monitoring reports. I am a PMP instructor teaching advanced and complex project management to MS classes. Experience in monitoring construction works: Implementation of community/participatory infrastructure works e.g. women development centres, training & vocational centres, livestock and dairy development schemes, water supply schemes, culverts, school buildings, small income generating schemes, water courses and rural electrification. For evaluation of schemes we measured direct primary benefits indicators, other direct benefits, schemes performance, qualitative and quantitative impacts through comprehensive survey questionnaires used at Bahawalpur Rural Development Project, Bahawalpur, Punjab (1997-02).  Public Infrastructure: This was a large scale exercise starting from project proposal, prequalification of consultants and contractors, detailed design, tendering, implementation, monitoring and reporting. This included development and construction of a university campus.

• Head of finance, administration & contracts of Project from Asian Development Bank and Islamic Development Bank of US$64.8 million with annual financial outlay Rs.600 million implemented in 14 Sub Divisions of project area. • 46% extra project targets were achieved then the original PC-1 within the original budget.• 800 subprojects initiated/completed, supply/service contracts of Rs. 20 million were drafted, negotiated and administered with NGOs etc. of Rs. 157 million. Also served as Project Arbitrator.• 100 simultaneous road contracts worth Rs. 1,000 million (425 Km)were awarded, implemented and supervised.• Recruited and Supervising 450 professional staff members including 4 residencies of Road works and three district offices.• Project surpassed the targets, attained SATISFACTORY status & highest Turnover ratio in Pakistan.• Consecutive 5 years clear/clean audit, ZERO percent margins of Error, reconciled accounts and one of the best ADB assisted project in Pakistan. • ADB appreciated the sound financial management and achievements(Management and implementation of a large project of rural infrastructure development based on community participation in whole Bahawalpur Division of Punjab province of Pakistan worth 64.8 M US$ for poverty alleviation. The project has surpassed its targets and cited as an example for others)

• Supervised GOP, Donor Imprest, Assignment and communities accounts with share financing, accounts reconciliation, internal audit, submission of withdrawal applications and progress reporting. Resource allocation and project selection models were developed.• Prepared cost estimates & proposals with economic analysis of 1080 rural development schemes and implemented.• 46% additional targets were achieved than scheduled in the same budget. The project has been sighted as an example in Pakistan (Rural Roads, Rural Electrification, Water Course Improvement, Small Scale Community based Infrastructure).• Route survey and Co-authored Cholistan Water Supply Scheme from Abbasia Canal.
