I currently hold the position of full professor of Management at the School of Economics and Management, University of Minho, Portugal.Previously, I served as the manager of the Research Precariat project at the OECD's Global Science Forum. CurrentI started collaborating with CIPES – Centre for Research in Higher Education Policies in 2004 on a European project looking at the use of advanced quantitative methods to evaluate the performance of public sector research. The project ended in 2006 when I subsequently joined CIPES as a senior researcher. Since then I have been involved in three research projects that I have led on performance measurement and management in schools, and participated as a research team member in projects regarding higher education performance, governance, quality management, and student satisfaction. I have lead the Portuguese team of a seven-country research project, funded by the European Commission, studying the implementation of the European Standards and Guidelines for Quality Assurance in Higher Education. I currently lead one of the three lines of research: resources, performance and human capital.

I was an expert advisor, on secondment, at the Development and Analysis Office of the Agency of Assessment and Accreditation for Higher Education during year one of its first cycle of programme accreditation. I was responsible for conceiving a portfolio of performance indicators to support the degree programme evaluation panels. This work necessitated liaising with several governmental agencies in order to collect and contextualise all the available data for students, graduates, employment, academic and non-academic staff, scientific production, etc. I was responsible for presenting and discussing this work with the representative bodies of the sector, such as the committee of university rectors, the committee of polytechnic presidents, and the committee of heads of private higher education institutions.

I moved to UA by invitation of its then recently elected Rector, at a time when the university was expanding. This dynamic period saw me involved in the team that launched three bachelor degrees in the areas of management, and two master’s degrees, one in public management and the other in higher education management and policy. I was also part of the founding commission of the Research Centre in Governance and Public Policy of the University of Aveiro. I was director of the degree of public management and was on the board of the two above mentioned masters degrees. During that time I was part of the team that founded the Higher Education European Masters – Erasmus Mundus, a joint degree of the universities of Aveiro, Oslo and Tampere. I was the head of the pedagogic committee of my department, and was an elected member of the university assembly (a strategic body that, among other things, elected the rector) for three consecutive mandates. During my time at UA, I taught several courses in general management, service management, quality management and quantitative research methods, at bachelor, masters and doctoral level. I also supervised bachelor, masters and doctoral researchers; three of my doctoral students completed their studies during this period. I was principal researcher in two research projects with competitive funding in the area of school performance measurement and management.

I chose to go to the Operations Management Group of WBS for my sabbatical because of its unique work applying OM techniques to the public services, especially with regard to performance management systems. There I had the opportunity to present, discuss and write my research as well as co-supervise a doctoral dissertation on the relationship between governance and performance management systems in universities. I was also a guest speaker on the Masters in Public Management on the theme of performance measurement and management in schools.

The group worked on a project basis where each project had either an internal client from the Royal Mail Group, or an external client from another foreign post office group. I worked in different projects with different project leaders and clients simultaneously. I thus had the opportunity to further develop my organisational and interpersonal skills. My two most important projects were to use business analytics tools to optimise a fleet of cars transporting mail, and to use a simulation model as an input to the design of a new automated sorting office for all incoming and outgoing international mail. I thus developed further my analytical skills as well as my drafting, communication and presentation skills.I received a considerable amount of training, both in hard business analytics and, essentially, in the softer consulting skills.

I started my career outside university as a scientist with the Supply Management Unit of Unilever Research at Port Sunlight, the biggest Unilever central lab. I worked in a team of eight people developing models to optimise Unilever’s supply chain of fast-moving consumer goods, where lean and agile supply chains are increasingly important to keep a competitive advantage. With this work I further developed my analytical and drafting skills, as well as my interpersonal skills, namely those necessary for team work.In addition I was the recipient of a very intensive training programme (typically one week of training per month), which included, among others: Time Management, Diversity Awareness, Financial Awareness, Business Awareness, Developing You, Developing Others, Report Writing, Presentation Skills. I was a doctoral researcher at WBS in the Operational Research and Systems Group (with a doctoral grant from the Portuguese funding council for science and technology). The programme entailed a year of taught courses, some generic: Philosophy of Social Science, Quantitative and Qualitative Methodology and some specific to my research interests: Methodology of Operational Research, Efficiency and Productivity Measurement. My dissertation work drew on my accumulated analytical skills, where I used mathematical programming techniques to study the measurement of performance in universities. As the work progressed I also became increasingly interested not just in the hard, technical aspects of measuring performance but also the softer issues of managing performance which was the point of departure for my subsequent research career. At the same time I was a seminar tutor for two courses: Quantitative Methods of Analysis and Mathematical Programming, where I further developed my communication and interpersonal skills, teaching to a very diverse body of international students.

I was a trainee at FhG-ISE during my final-year project of my Industrial Engineering and Management Science degree (with a EU Commett grant). I participated in the management of a programme of conferences throughout Europe. In addition I wrote a monograph, which was a degree requirement, on quality management of research institutions. It was an opportunity to develop all elements of my organizational, analytical and communication skill set and an important exposure to working in a foreign, university-industry environment. In particular I developed further my language skills, English being the working language, and German, the local language.
