Had overall department responsibility for planning, staffing, budgeting and managing expenses for engineering tasks. Undertook task of blending engineering departments and processes subsequent to M&A activities. Supported business development activities to include development of product evolution plans (Roadmap), proposal development, concept design and estimating, production and conduct of demonstrations, market analysis of competing products and capabilities, development of brochures and marketing materials. Responsible for management of the development (Agile) for TSG’s Visualization for Situational Awareness and Reality (ViSAR) and Probability Impact Susceptibility and Mitigation (PrISM) product lines, as well as TSG’s IR&D programs. Using a hands-on approach, I recruited, managed, supervised and mentored our software teams of 7-12 developers/engineers to ensure all internal and external delivery requirements were met, that the company’s software development practices were followed and that all contractual requirements were satisfied within the projects’ cost and schedule parameters. ViSAR and PrISM are complex mission-critical, web-based, GIS-centric SaaS applications that are based on C#, .Net, SQL Server, XML, HTML5, JavaScript and RESTful web services where databases are accessed to retrieve specific requested user/site information in a meaningful and timely fashion. Applications were hosted in the Cloud (AWS) and supported thousands of DoD users around the world. Provided systems engineering on all active developments and oversaw multiple process development/improvement initiatives including CMMI Level 3 (waterfall) implementation and Agile methodology adoption and integration.Notable accomplishments:• Delivered ViSAR and PrISM applications on time with additional user-requested features• All product deliveries achieved high customer satisfaction• Initiated Agile development methodology in software engineering department

Lead the IT group and was responsible for TSG’s IT infrastructure and user software assets. This included application and user administration as well as support for full application lifecycle for enterprise versions of SharePoint, Windows Server 2008 R2, SQL, and many other applications, including Open Source solutions. In addition, had responsibility for planning, budgeting and provisioning hardware and software upgrades to support continuous technology improvements for TSG’s nationwide IT infrastructure. Performed industry tradeoff studies and performed “make or buy” evaluations to maximize IT infrastructure ROI and provided vendor management across all programs. Had total financial and budget responsibility for IT infrastructure. Also, developed a strategic plan for continual enhancements to TSG’s IT infrastructure.

Program manager and system engineer for Delphi’s ACTiVE and Real-time Visualization System (RTVS) developments including sole responsibility for design, code (C++) and test of the graphical user interface (GUI). Program manager and System engineer/code development (C++) for the Encryption/Decryption Equipment (EDE) including development of pre-mission setup and operation of all equipment associated with these areas. The EDE program was developed in C++ on a Red Hat Enterprise Linux (RHEL) platform with real-time extensions (MRG) and required integration with an Advanced Message Oriented Data Security Module (AMODSM) cryptographic device. Simulation/visualization specialist working on research and development projects dealing with improvements in display technology with respect to air combat training systems. Well versed in the latest state-of-the-art graphical techniques for providing enhanced realism and improved system performance. Provided vendor management across all programs. Founded startup Delphi Research, Inc. (Delphi) in 1994. Reporting to the CEO, I had full responsibility for Engineering and Operations for Delphi, this included management of company’s IT infrastructure and Engineering department. I established the day-to-day operations of the company including the setup of employee benefits programs and accounting and payroll systems. I was also involved in marketing the company’s capabilities to Government and industry customers which included proposal development and support. I developed strategic plans to enable success in product Roadmap achievement and identification of new opportunities for the company. I also worked with the CFO to develop billing rate structures and product pricing to ensure competitive position in the marketplace. Additionally, I was responsible for developing relationships with key stakeholders and suppliers.Notable accomplishments:• Built Delphi’s annual revenues to over $5M with a staff of 50+ employees• Met profit targets 18 years in a row while with Delphi• Solid past performance reviews from previous customers• Started product engineering awards program to elicit product enhancement ideas from staff• Sold Delphi Research to TSG Solutions, Inc. in April 2012
