I recently retired with just over 30 years of experience in the management of our State's valuable coastal resources. Beginning with the mapping of the S. C. Coastal Council's Beachfront Management Act jurisdictional lines in 1987, I then moved on into the Critical Area Permitting as Assistant Permit Coordinator. The responsibility of this role was to ensure permit applications were complete prior to public viewing of the proposal. Because of this experience, I then moved into project management and remained in this role until 2000, when I was promoted to manager of the entire section. In addition to managing 10 project managers and a coordinator, I served as final reviewer of all Critical Area Permits and in that role served as the State's Public Hearing officer and chief witness in contested cases either in front of the DHEC Board or the State's Administrative Law Court. I testified in approximately 75 contested cases, many of which went to Circuit Court. As manager, I was also involved in the drafting of new or modified regulations, including the Access to Small Islands. In late 2008, I moved into a planning role as Maritime Projects Manager and in that role worked to conserve land; manage the removal of marine debris, including abandoned vessels; and worked as a Clean Marina Panel member. During this time, I also served on the S. C. Mining Council. In 2012, I was given the unique opportunity to revamp and reinvigorate the Coastal Zone Consistency review process by serving as the section's manager. In that role I established or otherwise modified existing review by shortening review times resulting in new efficiencies. I also placed a particular emphasis on the Federal Consistency process and placed it as a critical focus that had become lost over time. It is my goal to use my vast regulatory experience in my new role as Government Relations/Environmental Consultant for my clients to ensure an approvable project while be as timely as possible.
