Assist the Permanent Secretary (Administrative Head of the Ministry) in the management of the Ministry, particularly with respect to the human resource, finance,office management,and facilities management functions and the devolution of policy positions for ministerial and cabinet approval. Direct supervision of the sectional heads of the above- mentioned units in the Ministry as well as the school meals programme. Reports directly to the Permanent Secretary.

Reports to the Deputy Permanent Secretary on matters relating to the Staffing of the entire public service. Determines,based on objective criteria, the number of positions, the designations,conditions of employment, salary levels and points of each position in every ministry or Department of the Government Service.
