As Chief Operating Officer and Principal Consultant for Excentium, Curt provided executive management and oversight to various functional staff and supporting resources, managing day-to-day operations of the V.O.S.B. firm with multiple government and commercials contracts. Primary tasks included: financial, contracts, and human resource management. As Principal Consultant in a small business, Curt also performed direct project management and IA consulting on key prime contracts, interfacing with enterprise executives regularly to advise status and get buy-in to meet client objectives. Project management responsibilities included monitoring, controlling and reporting on project execution, schedule, scope, quality, and cost. IA consulting responsibilities included end to end risk assessment execution, risk identification and mitigation strategies, client representation in front of government IA leadership; SDLC integration strategies; client IA skills development, and IA Program Management.

Curt provided support to the IBA prime contract managing the Certification and Accreditation (C&A) efforts for three complex health information systems for the Defense Health Services Systems (DHSS) program office. Each system consisted of UNIX, Windows, and Linux-based platforms, as well as web-based and client/server applications. In this capacity, Curt provided IA Management support for all DIACAP related activities. He also served as the DHSS Security Engineering team lead managing a team of security engineers who supported the entire DHSS portfolio of systems and applications. These activities included system design reviews; infrastructure and systems security baselining; ports and protocols analysis and management, and vulnerability assessments.

Curt led the C&A engineering efforts for all the EI/DS systems. This included technical activities necessary to evaluate the security posture of UNIX and Window-based operating systems, DBMS, web, and client/server applications. In this capacity, Curt provided engineering and security management support to the program management office to include policies and procedures utilizing the DITSCAP (DoDI 5200.40). The C&A efforts addressed all Administrative, Physical, and Technical security areas.

Curt was tasked with oversight of the IRS Customer Account Data Engine (CADE) Certification and Accreditation (C&A) review. This included developing an engagement model for the IRS and prime contractor, collaborating with prime and sub-contractors to facilitate C&A process, and acting as impartial advisor to the IRS Office of Security. In addition, Curt reviewed and made recommendations on CADE System Security Plans, Security Risk Assessments, Trusted Facilities Manuals, and Technical Contingency Planning documents.

The the Global Integrity Managed Services division, Curt was responsible for managing the provision of system hardware and software, configuration and installation, and project management for globally positioned Managed Security Services Customers. Primary tasks included developing provisioning and implementation project plans; designing network security architectures to meet customer information security and business requirements; and performing on-site installation, configuration, and end-to-end testing with the Security Operations Center.For the Predictive Systems Consultancy, Curt was primarily responsible for Network Security and Systems integration consulting services. Some of his notable accomplishments include: the design and implementation of a multi-tiered, high availability firewall and IDS architecture for a major bank’s online banking and credit card system; conducted security infrastructure site survey as well as developing architecture recommendations for a South Korean Information Security firm.

Curt supported the FAA Enterprise Network Internet where he was responsible for the ongoing assessment, design, implementation, and management of the FAA Headquarters Enterprise Network Security architecture. His tasks included configuring and maintaining multiple CheckPoint firewalls, VPNs and various vulnerability and intrusion detection security tools. Key accomplishments included: the roll out of VPN client-based remote access solution; integrated network intrusion detection systems; and developing and maintaining documentation and standard operation procedures for the security of all network equipment, procedures and configurations.

Curt served in the Mayor’s Office of Information Services and was responsible for installing, customizing, and administering system/application software and hardware for IBM Firewall on IBM R/S 6000 and running AIX and BayNetworks Contivity VPN switches. His key accomplishments include initial design and roll out of BayNetworks Contivity VPN switches for secured remote access, and site to site VPN and extranet connections with the city’s various venders and partner local and state organizations.
