Works with a Statewide Team to implement the Habitat Restoration and Enhancement Act, Statutory Exemption for Restoration Projects, Restoration Management Permits, and Restoration Consistency Determinations under the Cutting the Green Tape (CGT) Initiative. Consults with practitioners and lead agencies to help them interpret and utilize new permitting law for use in restoration projects in the South Coast Region. Reviews Grant Proposals for CGT Proposition 1 funding. Works with Watershed Restoration Grants Branch to implement statewide programs for grant funded projects by tracking grant progress, reviewing projects, and maintaining digital files for Department records. Acted as Fisheries Restoration Grants Program (FRGP) Regional lead in the development of Public Solicitation Notice and regional grant workshops. Oversees up to ~$30 million dollars in federal and state funding in support of restoration projects. Conducts financial oversight on a project-by-project basis, and tracks deliverables through the grant term and into completion. Contributes to the review and feedback in the design of fish passage and ecosystem restoration projects as they pertain to the natural resources within the State of California. Provides guidance on Departmental policies and restoration documents and shares information on state grant funding opportunities. Makes recommendations on restoration actions and design specifications for fish passage design projects throughout their design phases. Interfaces with other federal, state, tribal, and local government officials to have a dialogue about restoration and mitigation projects and best outcomes for natural resources and protected species. Participates in review of applications for vacant positions within the program, sits on hiring panels, and contributes to decision of hiring action for candidates. Helps to onboard new team members and acts as Program lead when needed.

Reviews grant proposals for Fisheries Restoration Grant Program, Proposition 1, and Proposition 68. Writes grant scopes of work for grant funded projects of habitat restoration efforts for southern California steelhead and other listed species. Provides technical expertise and feedback for grantees. Maintains databases and physical copies of grant forms, information, contacts, and other project records for auditable purposes. Provides financial and contract oversight and management to each grantee, ensuring proper use of funds, receipt and review of deliverables, and adherence to agreement details. Tracks Grant milestones and overall grant success. Ensures project compliance with environmental permitting requirements including U.S. Army Corp of Engineers Regional General Permits 12 and 78, Clean Water Act Permit 404, California Waterboards Permit 401, and the California Environmental Quality Act. Actively managed regionally significant projects throughout southern California, including but not Dam Removals and bridge replacements for fish passage improvements for southern California steelhead. Performs monitoring and evaluation of habitat restoration efforts for effectiveness. Reviews reports submitted by entities as part of grant requirements. Supports the development of the FRGP and Propositions 1 and 68 program by actively participating in efficiency improvements to grant program administrative function including Public Solicitation Notices, Program Guidelines, and Webgrants. Acted as Regional Lead for the FRGP program. Independently participates in meetings representing the Department's interests to develop options and process improvements for restoration projects. Provides expert guidance to stakeholders on funding opportunities and programmatic documents. Develops, writes, and produces watershed and ecosystem assessment reports as part of the Fisheries Branch, and coordinates with regional staff, federal agencies, and other partners.
