Cesar Abicalaffe graduated in Medicine in 1986. In 1999 he achieved his MBA in Strategic Management at the Parana Federal University in Brazil and in 2006, his Master in Health Economics at University of York, England. Nowadays, Dr. Abicalaffe is CEO of 2iM Inteligencia Medica S/A and President at IBRAVS - Instituto Brasileiro de Valor em Saúde (Brazilian Value Based Healthcare Institute)From 2002 to 2005 Dr. Cesar Abicalaffe was superintendent of Parana State employees’ health plan (SAS-DAS) with more than 500 thousand lives. He leaves the government to attend his master in England.As part of his master projects, Dr. Abicalaffe developed in 2007 a pay-for-performance model for Brazilian health plans. This model evolves a lot on the past years and it includes performance evaluation models for any health care providers working at public and private sector. Today there are more than 50 programs implemented in Hospitals, Health plans and SUS all over Brazil. From 2010 to 2013 he was a special consultant for ANS (a government regulatory agency for private health plan in Brazil), working at the organization of QUALISS project (an ANS special program to evaluate the quality of hospitals and others providers in the healthcare private sector).Dr. Abicalaffe is professor in post-graduation courses at some important Universities in Brazil and invited speaker in Congress, Seminars and professional meetings of health plans, and health care providers and industry in Brazil and abroad, speaking in more than 100 events on the past 2 years.Dr. Cesar Abicalaffe was the Chairman of the 1st and 2nd Pay-for-Performance International Symposium in Brazil (2009 and 2010) and he was at the scientific board of the 3rd P4P International Symposium in Brazil in 2015.Dr. Abicalaffe writes at Saude Business on the Pay-for-Performance topic. Recently published a book called: Pay for Performance: the challenge of healthcare performance evaluation in Brazil, DOC Content, 2015.
