About D Adlam

Over 26 years experience in highway development control matters. This has involved a number of strategically important developments which have included Coed Darcy an urban village of 4000 homes, commercial businesses schools and other community facilities which which has a 25 year build programme. This development includes major highway infrastructure improvements both on the existing highway and within the development.This has meant the approval technically of improvements to a major junction junction of the M4 Motorway at junction 43, the construction of a new viaduct over a internationally important environmentally sensitive Bog. My responsibilities extend to managing the team to over see these works to ensure their acceptability for the local authority to adopt.I am also overseeing the development of the new Swansea University campus which involves major alterations to the existing highway network leading into the recently formed City Bay Region. I lead a team of 6 staff who provide highway observations to referred planning applications, who over see the adoption of new roads and construction of existing roads affected by new developments. Other functions include land drainage and ordinary water course consenting. I have produced design guides for both new road layouts and sustainable urban drainage systems. This was undertaken sue to the implementation of SABs which I was instrumental both locally and regionally as part of different working groups in the process of delivering and implementing their commencement in Wales on 7th January 2019.
