Lead Intel analyst for two sensitive developmental weapons programs and provided crucial support to 14 additional acquisition weapons programs. Analyzed and categorized 40K targets into a representative 40 targets template set to minimize developmental, test and evaluation (DT&E) validation requirements, substantially reduced operational, test and evaluation (OT&E) costs and allayed program budgetary concerns. Produced technical and threat data for engineers, scientists and commanders at Test Wings, AF Research Lab, Air Armament Center leadership/staff, and 96 Air Base Wing Commander to ensure early Intel integration for weapons programs funded through an annual budget of $60 million. Provided technical systems evaluation data to support Intel production of System Threat Assessment Reports, provided system threat briefs, and managed the Community On-Line Intelligence System for End Users (COLISEUM) requests for information. Primary Intel advisor to Eglin AFB’s Threat Working Group (TWG), Crisis Action Team (CAT), Exercise Evaluation Team (EET) and Base Support Plan (BSP) development. Special Security Representative for sensitive compartmented information and managed DD Form 254; Contract Security Classification Specification documents.

Re-tasked from the Office for the Administrative Review of the Detention of Enemy Combatants (OARDEC) to assist JTF-435 in develop and execute of new detention policy in line with the Commander, International Security Assistance Force, and United States Forces-Afghanistan’s strategic counter-insurgency (COIN) efforts. Led Intel analysis cell for JTF-435 and oversaw joint-service/contract Intel’s research, analysis and production for 310+ detailed detainee profiles, personally built 90+ detainee cases for Detainee Review Boards (DRBs), assisted US JAG attorneys and appointed detainee representatives with pre-DRB case preparation and during DRB hearings. Utilized a variety of Intel systems and tools, extracted data from/input data to biometrics automated toolset system (BATS) database on enemy combatants to construct detailed detainee profiles.

Supervised 8-member multi-service team with varied backgrounds and experience levels in a Joint environment as part of OARDEC. Utilized Intel systems, analytical skills and BATS database to produce and provide concise summary assessments for 380+ detained enemy combatants and properly classified case summaries from enormous volumes of highly-sensitive classified information for Combatant Status Review Tribunals (SRBs) and Detainee Review Boards (DRBs). Processed over 60K pages of electronic documents and redacted personally identifiable information (PII) to meet Freedom of Information Act (FOIA) requests for Habeas Corpus judicial proceedings. Additional duties included SM, OPSEC manager and training manager.

Led four analysts, managed $52K budget, deployable Unit Type Code support packages and fulfilled dynamic Special Operations Forces (SOFs) operational mission requirements. Developed program to train/certify new members in 32 core tasks and shaved six weeks from previous program. Provided ground-centric Intel preparation of the battle-space with 3D visualization tools, enemy tactics, techniques, and procedures (TTP) briefs, and prepared SOF members for 600+ OEF and Operation IRAQI FREEDOM combat missions. Enhanced foreign relations and trained numerous NATO-country Intel members on flight/mission planning/FalconView (FV) software, multi-national/-airframe combat missions, target folder development, and pre-/post-mission briefs. Supported 17 OEF-TRANS SAHARA (OEF-TS) Joint Combined Exchange Training and airfield/landing zone survey missions in seven African nations. Managed maps, charts, geodesy, and primary/deployable geospatial products library (GPL), maintained FV systems and SPECOPS suite software on 50+ Toughbook laptops. Acquired $82K for Intel systems/software upgrades, procured 24TB primary/10TB deployable servers, four laptops, software, and a mobile training team visit; increased storage 2,800-percent, deployable units 200-percent and capabilities tenfold.

Responsible for 24-hr/365-day operational En Route intelligence for Head Quarters Air Mobility Command’s (AMC’s) strategic airlift operations in 124 countries within the USEUCOM and USCENTCOM AORs, and directly supported 14 geographically-separated units. Prepared/led three member Intel team and insured commander, senior staff, and 100-percent of aircrews for 8,000+ transient airlift missions into hostile OIF/OEF airspace were prepared. Personally provided 2,800 pre-mission briefs, assisted each aircrew with Evasion Plan of Action (EPA) preparation for the Joint Personal Recovery Agency (JPRA), conducted 700+ post-mission debriefs, and expertly managed thousands of ISOPREPs, evasion kits and blood chits. Managed bed-down and sustainment plans for Aerospace Expeditionary Force (AEF) augmentation Intel personnel and assisted members with down-range deployments. Coordinated with HQ AMC, Air Mobility Control Center (AMCC), and Tanker/Airlift Control Center (TACC) to enhance mission airspace management and ensured AOR operations were organized/safe. Conducted dozens of Intel site surveys to OIF/OEF airfields; knowledge and experience increased aircrew/operations safety and decreased aircrew combat stress. Directed Intel systems upgrade, acquired computer server management training through the host Air Wing, acquired/installed two AMC Operations Group SIPRNET servers, rebuilt six laptops for replacement on the SIPRNET LAN, installed/maintained FV software and internal GPL; saved unit over $30K and increased aircrew/mission sustainment capability 400-percent.
