Management assistance, namely vitamin A supplementation, beginning of monitoring, planning, calculation, logistics, distribution, implementation and evaluation. The consultant will work closely with the VAS consultant, provincial and district VAS stakeholders. The specific terms of reference include: PlanningLaisoning• Work closely with the government and key stakeholders to get their attention on Vitamin A and be responsible for coordination and liaison with key players at district levels (Governments, UNICEF, other UN/NGOS, Universities and relevant tasks forces or committees, etc).• Support the Government program through initiatives that may include, formation of a task force, policy formulation including development of specific guidelines, act as a resource person for the VAS related program. • Actively participate the meetings/activities/ Task force/informal working group on Vitamin A related to VAS program organized by Provincial Health Office (PHO)/DHO health center/Bappeda • Facilitate and support the advocacy meeting/activities and organize technical or programmatic workshops at the district and provincial levelMicroplanning, building capacity and monitoring • Support VAS related training activities• Compile and analyze monthly reports to track progress and share with VAS consultant• Consolidate, validate and analyze coverage data • Build capacity at the district and provincial levels to analyze and take corrective actions on coverage data.Supply chain • Liaise with the pharmacist facility serve as a link between the District Health Office (DHO), health center and Posyandu to monitor the Logistic and Supply Chain ManagementOthers• Assist the VAS consultant to draft proposals for advocacy or operational activities for budget allocation to support the program at the provincial and district levels • Travel within the district to monitor and participate in provincial level activities as required.
