Responsibilities:- Managed the planning, design, and execution of NYC’s Hurricane Sandy housing recovery program, Build It Back, in the Borough of Queens; entailing the rehabilitation, elevation or reconstruction of hundreds of storm-damaged homes in neighborhoods surrounding Jamaica Bay, approximate construction budget of $300 million; - Collaborated with construction managers, architects, engineers, and agency leaders to design and implement a new modular construction unit that achieved fifty percent reduction in construction duration and twenty percent reduction in average cost through use of prefabricated modular units in lieu of traditional construction; - Created innovative designs solutions to resolve complex issues throughout the design, production and installation phases of the project while ensuring adherence to Build It Back program policies and goals;- Supervised and managed communication with all stakeholders, including individual property owners, agency leadership, outside agencies, contractors and vendors through in-person meetings and written correspondence;- Ensured adherence to local, state and federal regulations through close collaboration with the design team on the production of contract documents and during on-site inspection throughout all phases of construction; and- Coordinated with the project controls team to verify that schedules and budgets aligned with program needs and utilized DDC’s project management systems (Quickbase, Field Lens) to track and monitor the project daily.

Responsibilities:- Authored emergency legislation containing significant changes to the Department’s flood zone regulations to cut bureaucracy and timeframes required to rebuild damaged homes and buildings, involving analysis of complex planning and urban design issues related to flood resiliency and climate change;- Prepared and delivered presentations to the City Planning Commission, department staff, community boards, elected officials and public agencies, including the creation of custom graphic and written materials; - Analyzed large scale urban development through two and three-dimensional analysis to assist in visualizing planning proposals and evaluating compliance with state and local building and environmental regulations, such as New York City’s City Environmental Quality Review (CEQR); - Established an extensive knowledge of the NYC Zoning Resolution and general planning and entitlement regulations to provide information to applicants and citizens over the phone and in-person.

Responsibilities:- Managed a major renovation of an historically designated townhome in the Upper East Side of New York City, including participating in all phases of the project from design development through construction administration, with a total budget of 2.4 million dollars;- Created schematic design drawings to be presented to the client, including conceptual drawings and models;- Created design development and construction documents to be submitted to clients, for permitting and for fabrication of custom elements, including issuing drawings for construction and providing mark-ups of shop drawings to verify consistency with design parameters; - Responded to contractor requests for information by creating sketches and providing clarifications; and- Maintained consistency with firm practices for drawings standards, document filing and client interaction.

Responsibilities:- Managed the implementation of Miami 21, a complete overhaul of the City’s zoning regulations to a form-based code, which was awarded the 2011 American Planning Association Best Practices Award for guiding Miami’s core towards sustainable and walkable mixed-use development;- Collaborated with external consultants and internal stakeholders to develop the Miami 21 Code, including initial analysis, development of regulations, preparation of legislation, briefing of elected officials, presentation at public hearings and final implementation of requirements through review of building permit applications; - Trained all City departments during the implementation of the Miami 21 Code on new zoning regulations and their impacts on different departments, including Public Works, Capital Improvement and Code Enforcement;- Oversaw daily Zoning Department functions and staff of ten personnel, including delegation of responsibilities to individuals and supervision of all permit and entitlement reviews; - Led the Department’s Internal Design Review Committee, tasked with ensuring new development and entitlements complied with the City’s urban design guidelines, which promoted smart-growth principles, sustainable design and walkable and engaging mixed-use neighborhoods;- Reviewed and helped implement multiple large-scale urban design and master plan projects aimed at converting Miami’s downtown core into a desirable, mixed-use community;- Met with clients, architects, land-use professionals and consultants as a representative of the department in one-on-one meetings and public events to explain complicated city regulations and planning concepts.
