As one of 2 members on the new business team I have been charged with researching, designing, integrating, and implementing new technologies into our application to include Air Force communications. Examples include reducing searches by a factor of 10 using things such as Elasticsearch, integrating radar systems for integration and display on our geospatial map for Intelligence, Surveillance, and Reconnaissance (ISR), as well as researching new IT for our ISR application to look, feel, and function light years ahead of the competition.

Senior software developer on three projects for DoD using MS SQL, Oracle, .NET 4, C#, and other web technologies. Charged with furthering development on two projects and being the lead and starting the main web development on a third. Designed the architecture for the web farm sharing two groups of servers with a single login for failover and speed of response in a growing Procurement application. Other duties included contract proposal writing and review, DISA STIG compliance for DoD applications, and consulting on other projects within Wyle.

As the Program Manager, Mr. Bingham was responsible for managing personnel working on the three main financial applications that DFAS developed and maintains. Those applications are the Defense Industrial Funds Management System (DIFMS), the Naval Air Systems Command Industrial Material Management System (NIMMS) and Automated Bill of Material (ABOM). Mr. Bingham was also the development lead on the technology refresh (TR) of ABOM (ABOMTR) as well as NIMMS (NIMMSTR) for the Air Force end user. The ABOMTR project is a total conversion of a legacy Mapper system hosted on Unix to a web based Java application with an Oracle backend database. The conversion of ABOM will save the Air Force end user over $7M a year in hardware and support costs alone. The NIMMSTR project consists of converting older COBOL and mainframe flat files into a web based Java application with an Oracle backend database. This program will ride alongside the ABOMTR application and keep the Air Force end user running until the Enterprise Resource Planning (ERP) system takes over. Mr. Bingham's duties included developing project timelines for the two new TR projects as well as providing technical direction for the technical staff of 10 developers including software development such as enterprise level architecture, coding methodology, and knowledge sharing across both Technology Refresh applications. His accomplishments while at DFAS TSOPR included simplifying the Configuration Management (CM) procedures across the two new software development projects in conjunction with another contractor and government supervisor to save time and have less confusion from developers and CM personnel.

As the current NAWCAD 7.2.2 Web Team Project Manager, Mr. Bingham is responsible for managing the projects as well as managing operation and maintenance for the web team. This consists of developers, a dedicated team of server administrators, as well as a functional analyst and graphic designer. The 7.2.2 Web Team is charged with developing and maintaining all of NAVAIR's public and private facing web sites for those competencies in NAVAIR that do not have in-house developers. Duties include performing customer meetings to gather requirements, finalize projects, demonstrate phases, as well as manage expectations in the life cycle of the project with all stakeholders and developers on the various projects. These requirements are worked into plans using MS Project 2007 and included a new Stop Light chart indication for health status of projects. From this work, MR. Bingham was selected as one of five contractors to receive Enterprise Project Management training on MS Project 2007 Server and integration with Microsoft SharePoint Server for all of NAWCAD 7.2.2. In addition, Mr. Bingham was picked to be on the NAWCAD 7.2.2 Customer Requirements Management (CRM) team as one of two Subject Matter Expert (SME) for web development on all projects coming into the CRM group as a whole. Duties for the CRM team include attending meetings, determining eligibility of projects as it pertains to the NAWCAD 7.2.2 Data Center and the Web Team in particular, as well as documenting high level requirements and customer agreements for each Fiscal Year. One of Mr. Bingham's first duties upon arriving was to research the current Google Search Appliance (GSA) that was on the network but not being used. He gained access to the GSA and within two months had it actively searching public facing web sites for NAVAIR as well as internal secure (https://) web sites behind the Big IP firewall device using a GSA .NET toolkit modified for NAWCAD use.

Mr. Bingham was the team lead for an internal PSI Pax effort to achieve Capability Maturity Model Integrated (CMMI) Maturity Level 2 (ML2) by the summer of 2010. Duties included gathering all required documentation, working with the CMMI Subject Matter Expert (SME) on all CMMI documentation and evidence collection and noting failing points and tasks for team members. Mr. Bingham's team finished ahead of schedule with the project having a successful outcome. The team did extremely well and the lead appraiser stated we had a great head start on ML3 for the company, which will proceed later in 2010 with Mr. Bingham as the lead on the project.

Within two years of hire Mr. Bingham helped bring a new contract and contract partner in L3 Titan Group (formerly Titan) to JBI which doubled the number of employees to 25 and increased the revenue at the company by $1.6M. Mr. Bingham worked as a senior software engineer in a partnership with L3 Titan Group in a team of developers managing various internal and external applications used by the NAVY EOD Technology Division (NAVEODTECHDIV). He also maintained the position of Chief Engineer for the Decision Support System (DSS) which is the next wave of technology to support the EOD war fighter and Intelligence Community across the world using the latest in secure wireless transmissions and distributed architecture. The Chief Engineer is charged with developing and implementing the systems architecture of the mobile field kits (MFK) that war fighters use to document incidents as well as their network path back to two mirrored locations that contain the EOD portals for dissemination of EOD specific information. Tasks included assigning resources to client and server software development, communication with network engineers, interaction with various government and military service personnel, and other tasks depicted with ACAT III programs of record. The Chief Engineer must have knowledge of development practices, testing programs, training programs, network design, as well as systems thinking to make sure all pieces of the project from a technical point of view are running smoothly. Also he was one of two in charge of planning migration of all current and in-progress applications to one code base by creating Microsoft .NET objects for use across all applications for the organization. This allowed shared code across the enterprise, minimizing development time, and simplifying application code management, while allowing better use of time and energy of all the software development staff in supporting the EOD Technician in-country and abroad.

Completed support to a joint DTRA / DIA initiative for the Hard Target Research and Analysis Center (HTRAC) as the Tier 2/3 systems administrator on three separate networks to support DIA and DTRA's cooperative mission during Operation Iraqi Freedom (OIF). He also worked with on-site government personnel to automate the EOD business workflow and streamline their operations to allow quicker time-to-market of information to support the war fighter abroad. As Systems Engineer, Mr. Bingham supported the Defense Intelligence Agency (DIA) in helping develop, then maintain and support a mission-critical worldwide network of 700+ users for critical defense messaging. The system was primarily Lotus Notes 4.5 and Lotus Notes R5 using email, messaging, LotusScript, various Notes-based Forms, and other vendor software to enable messaging worldwide on critical events. Mr. Bingham led a team of three, responsible for 24x7 support of the system. Mr. Bingham's job responsibilities grew to include helping management design and support installation of additional hardware sites, updating the system for INMARSAT usage in remote areas, and management reporting on system responsiveness, and technical and system architecture documentation with MITRE for accreditation of the system. He also worked with other contractors in support of a messaging system to include writing the online tutorial and helping write the training manual used worldwide as the main source of learning the functionality of the new system. He participated in training users around the world for this system as their main application for messaging and message reporting.

OXKO Corporation is a small business federal government and commercial contractor supplying Information Technology support to local federal agencies in Delaware, Maryland and Virginia. As a Knowledge Engineer, Mr. Bingham developed an online tutorial in HTML for the Defense Intelligence Agency (DIA) to teach a new online messaging system based on HTML, PL/SQL and Oracle 8. He also worked with local law enforcement in Maryland to develop an online "deadbeat spouse" web site to track delinquent parents in child support throughout the state of Maryland. This system used Microsoft IIS, Active Server Pages, and was integrated with the corporation's Lotus Notes mail system. Mr. Bingham developed a marketing application for Digital Equipment Corporation showing their various Unix and Windows NT based servers for local vendor shows. The application was written in Visual Basic 4.0 and was designed to run on DEC Alpha computers and well as Intel based servers. The application involved choosing various press releases, presentations, commercial television clips, and other multimedia content.

Mr. Bingham worked with the owner of a small Internet Service Provider to develop online application using the newly developed Microsoft Active Server Pages, code named Denali and developed an online shopping mall application that was customizable by the user using only a web browser, an online classifieds application, a virtual FTP application, as well as contract work for CareerBuilder.com, ReadersDigest.com, various university applications, and the in-house software used for customer accounts receivable and accounts payable, billing history, support call tracking, and customer management.
