The ABOMTR project is a total conversion of a legacy Mapper system hosted on Unix to a web based Java application with an Oracle backend database. The conversion of ABOM will save the Air Force end user over $7M a year in hardware and support costs alone. The NIMMSTR project consists of converting older COBOL and mainframe flat files into a web based Java application with an Oracle backend database. This program will ride alongside the ABOMTR application and keep the Air Force end user running until the Enterprise Resource Planning (ERP) system takes over. Mr. Bingham's duties included developing project timelines for the two new TR projects as well as providing technical direction for the technical staff of 10 developers including software development such as enterprise level architecture, coding methodology, and knowledge sharing across both Technology Refresh applications. His accomplishments while at DFAS TSOPR included simplifying the Configuration Management (CM) procedures across the two new software development projects in conjunction with another contractor and government supervisor to save time and have less confusion from developers and CM personnel.

In addition, Mr. Bingham was picked to be on the NAWCAD 7.2.2 Customer Requirements Management (CRM) team as one of two Subject Matter Expert (SME) for web development on all projects coming into the CRM group as a whole. Duties for the CRM team include attending meetings, determining eligibility of projects as it pertains to the NAWCAD 7.2.2 Data Center and the Web Team in particular, as well as documenting high level requirements and customer agreements for each Fiscal Year. One of Mr. Bingham's first duties upon arriving was to research the current Google Search Appliance (GSA) that was on the network but not being used. He gained access to the GSA and within two months had it actively searching public facing web sites for NAVAIR as well as internal secure (https://) web sites behind the Big IP firewall device using a GSA .NET toolkit modified for NAWCAD use.

Also he was one of two in charge of planning migration of all current and in-progress applications to one code base by creating Microsoft .NET objects for use across all applications for the organization. This allowed shared code across the enterprise, minimizing development time, and simplifying application code management, while allowing better use of time and energy of all the software development staff in supporting the EOD Technician in-country and abroad.
