Asset And Infrastructure Manager

Worked as Manager Assets & Infrastructure within the solid waste unit. My team comprised 4 direct reports and over 25 staff with a budget of approx $60m. The role was diverse as it covered a range of operational activity, procured assets and council owned assets supporting our business needs. This included an 85,000t.pa fully automated MRF, our own Refuse Transfer Stations and recycling centres with annual throughputs of 100,000 tpa to smaller RRN’s and landfills contained within our Huraki Gulf islands such as Barrier.In addition I’m heavily involved in the future design of Auckland’s waste services through our WMMP implementation, heading up three projects as business owner for the introduction of organics collections & processing, enhanced dry recycling and the procurement for long term disposal, processing, transport and haulage operations.This procurement challenged current procurement thinking opening up zero value rates based contracts (ie giving no firm tonnage or revenue to the supplier whilst maintaining long term prices). In addition the services were opened up to the rest of Council under a category management concept, thus allowing other waste related activity within Council to benefit from these rates, driving down the overall cost to Council. I was also lead negotatior in this procurement resulting in sign off in excess of $198m and savings of $10m over 10 years.The team is also progressing a range of new services, including fixed hazardous waste drop off sites in replacement of the previous Hazmobile service, identifying 4 new community led resource recovery networks as well as detailing an investment proposal for the Waitakere transfer station to focus on increased recovery. My involvement is to ensure the team members have the strategic direction, resources and capability to progress these activities and feel they can discuss issues and challenges along the way tapping into my technical and business acumen as required.

Managing a team of 10 staff responsible for the day to day provision of waste services within the county and the management of the counties capital programme for replacement facilities. The capital programme was a £12m budget which has currently seen the replacement of a household waste recycling centre (£2.3m) in Beaconsfield, provision of a 40,000t.pa IVC composting facility and subsequent expansion as well as a further two replacement Household Waste Sites in High Wycombe and Aston Clinton. I have dealt with all aspects of planning, design, consultant appointment and tender negotiations. Managing these projects required focus and team working to ensure all elements are delivered on time, budget and quality. This was also achieved using the Prince II project management principles and we run all our projects under the Prince II structure. This gives the teams the scope to work within agreed tolerances only reporting deviation to the board as required. On the procurement side I have tendered various operational contracts for the provision of IVC composting, supply of machinery and a framework contract for the provision of technical expertise. On all of these tenders I undertook technical and financial evaluations to assess which tendered offered the best value for money. In addition I negotiated the best “outsource” for the provision of a WEEE service for the authority to meet EU compliance and maximise Recycling targets.
