I have experience in cost engineering, estimating and cost forecasting both in industry and government providing a unique perspective. I have presented courses in hardware estimating, software estimating, life cycle cost, Cost Estimating Relationships, Information Technology, risk analysis and supplier assessment in the UK, Italy, USA, Sweden, Australia, Taiwan and Germany. I have also conducted consulting assignments in cost estimating in UK, Italy, France, Australia and the Netherlands. I have been estimating since 1984 and parametric cost estimating since 1987.I have presented papers to the European meeting of Space System Cost Analysis Group (SSCAG); the PRICE Symposium also at the International Society for Parametric Analysts (ISPA) Conferences. I won Best Applications Track Paper for the 2003 ISPA conference and was awarded Best Hardware Track Paper in 2006.I have had articles published in the “Project” magazine of the Association for Project Management, “The Cost Engineer” the journal of the Association of Cost Engineers and the “Defence Management Journal” (DMJ) the management journal for the United Kingdom (UK) Ministry of Defence (MOD).I am co-author of the Routledge publication “Cost Engineering Health Check: How good are those numbers?” (ISBN: 978-1-4724-8407-9) which was published in 2017.I am the editor and major contributor of the Gower publication “Systems Cost Engineering” (ISBN: 978-0-566-08861-2) which was published in July 2009. I was the first European to become an International Society of Parametric Analysts (ISPA) Certified Parametric Practitioner (CPP) in 2003 and be awarded the Frank Freiman award in 2009.

My responsibilities were split between the Operational and Methodology sections of the Project Control Division.As a Senior Cost Engineer I was responsible for the generation of financial proposals at prime, subsystem and equipment levels for the Science and Radar Directorate at Bristol. Proposals included Rosetta (Cost Estimating, Risk Manager and Management Board member), METOP (Cost Estimating and Risk Manager), MSG (Cost Estimating), XMM and INTERGAL (Cost Estimating, Risk Manager and Management Board member) satellites and ENVISAT Ground Station. I was also a member of the MORO concept study team responsible for output costs. I also supported other sites, such as Toulouse on the MSG SEVIRI proposal.In my capacity as Cost Engineering and Risk Analysis Methods I was responsible for liaison with IT and other departments on the implementation of Cost Engineering systems. This also includes being the Tutor for a Risk Management Module at the MMS Space School.At the September 1994 PRICE Symposium in Nice, France I presented the CCES software to PRICE users as part of the marketing drive for the system. At the ISPA Conference in San Diego, California I presented a paper titled “Cost Engineering and Estimating in the Bidding Phase” to promote Matra Marconi Space in America and demonstrate to customers and suppliers our costing competence.

Senior Cost Engineering / Centralised Cost Estimating System Analyst

This post gave me the opportunity to combine my knowledge gained from my Open University degree with commercial estimating experience. The task was to continue development of a new computerised estimating system. I was the Project Manager responsible to the Estimating Manager for the creation of mathematical models to simulate estimates, and extended to guiding and managing the software development on his behalf. The job consisted of generating estimates on CCES software and promoting its use via presentations to senior management and directors.Risk Management is a requirement of both the MoD and European Space Agency and I was instrumental in introducing different risk techniques into the Space Systems Division. Writing company procedures and giving presentations to senior management and directors having developed the Risk Management skills I acquired while in the Dynamics Division.I estimated proposals for the European Space Agency including XMM and elements of the Polar Platform. This included travel abroad to Lead and Prime Contractors.In 1993 I was involved in a Total Quality workshop which reviewed the Bidding process. This was a cross function group looking at ways of improving and streamlining existing company working practices. Using my database computer skills I was employed to develop three databases for the commercial function, one of which was for the Managing Director.In June 1994 I presented a paper on Cost Engineering at the European meeting of Space System Cost Analysis Group (SSCAG) in Toulouse, France.

To broaden my knowledge I moved jobs in 1987. The Estimating department at BADL enlarged my experience of estimating techniques as I became responsible for PRICE H parametric and ESTIM detailed hardware estimates. Projects included ASRAAM, Wolverine, SAAB Seeker and IEPG MSAMSupplementing this was involvement in engineering development estimates, along with an introduction to a new industry, guided missiles and underwater weapons. While in this post I was responsible for PC training and support and IBM PC network management.In 1989 I was promoted and became responsible for all New Project estimates on the Bristol site reporting to Stevenage. In addition I was responsible for all Life cycle estimating using the PRICE HL model. While in this post I was given an assignment to develop and implement a philosophy for cost risk analysis of projects. This was successfully completed utilising a Monte Carlo simulation technique that was adopted across the division.

I worked for the Pegasus section of the Plans and Costs department, specifically on the Digital Engine Control programme and Pegasus 11-61.During my apprenticeship I attended Rolls-Royce Technical College and studied for an ONC/TEC certificate and finally a HNC/Higher TEC certificate. Academic studies were sandwiched initially with two years in the college basic training workshop acquiring fundamental fitting and machine operating skills. In the later two years academic studies were sandwiched with a tour of departments and functions in the company to familiarise myself with the diverse skills of the industry
