As the Head of Marine Operations and Shipping at Sempra's Port Arthur LNG (PALNG) Terminal, I manage the development and implementation of policies and standards to ensure safe, secure, and efficient LNG marine operations. Provides marine expertise and support in managing the design, engineering, construction, commissioning, initial operations, and day-to-day operation of the marine related activities at PALNG. Oversees the business development opportunities of various LNG shipping assets, while ensuring vessel and terminal operations are performing safely, efficiently and maximizing the cost benefits to the Company. Coordinates all facility security operations and staff to ensure compliance with all US, international (MTSA / ISPS), and company requirements. Provides commercial & marine operations support during negotiations of LNG supply/purchase agreements, gas supply/purchase agreements, ship charter-party agreements, joint venture agreements, and/or other commercial contracts necessary for the development of a liquefaction and/or regasification terminal project. Analyzes and identify risks and potential opportunities embedded in the process of making/taking delivery of LNG. Ensures compatibility between LNG carriers and terminal by vetting, auditing, ship and terminal inspection. Monitors and provides oversight of the day-to-day LNG marine aspects of commercial agreements with capacity stakeholders to include performance and operation requirements of vessels calling at PALNG.

Led LISCR’s executive leadership team tasked with developing and implementing LISCR’s operational and commercial vision, mission, and strategic planning to achieve global business growth. Responsible for all commercial activities to include: marketing, forecasting, brand management, business development, and ESG/sustainability of the Registry. Oversaw all global operations of LISCR’s network 28 of Regional Offices with a focus on identifying potential areas of expansion and growth opportunities. Led the Liberian Registry’s Global Gas Team; who are technical experts in LNG carriers, decarbonization, and sustainability from technical design to delivery and while in operation, ensuring regulatory compliance of gas vessels (LNG-as-fuel powered ships, LNG bunker vessels, FLNGs, and LNG carriers) and alternative fuel technology (hydrogen, ammonia, biofuels & methanol) and implementation.

Developed & executed LISCR’s vision, mission, planning, strategies, and tactics to achieve business growth for the Registry with a specific focus on LNG Shipping, Alternative fuel systems, & Offshore operations globally. Led the service delivery, technical design & review, business development, marketing, and operations of the Registry within the LNG (to include LNG-as-fuel powered ships, LNG bunker vessels, FLNGs, FSRUs, and LNG carriers), Offshore (Drillships, FPSOs, Jackups, and OSVs), and Alternative fuels (hydrogen, ammonia, & methanol) of the Maritime Industry globally. Oversaw the Registry’s Global Gas team; focusing on LNG, decarbonization, and sustainability from design to delivery and operation. Managed the Houston office by provided oversight of the Registry’s interface with existing clients and potential clients with regulatory, commercial, operational, and compliance of all vessel platforms.

Led the USCG office responsible for ensuring the safe carriage of LNG/LPG and the use of alternative fuels in US waters. Managed a team of subject matter experts of LNG vessels and barges that carry liquefied gases in bulk, commercial ships that utilize LNG as a fuel, LNG bunkering, alternative fuels (hydrogen & ammonia), design/engineering of process, marine operations, and the transfer systems associated with LNG/LPG terminals. These USCG experts provide technical review and guidance to both the maritime industry and the USCG on policy, regulations, procedures and standards for LNG/LPG carriers, LNG fuelled vessels, LNG bunkering, alternative fuels, liquefaction and regas terminals, and USCG liquefied gas marine inspectors. Coordinated and conducted LNG/LPG incident investigations to cause, and recommend preventative and corrective actions and the inspection of liquefied gas carriers, vessels using LNG as a fuel, LNG bunkering, and LNG/LPG terminals for the USCG around the country. Oversaw the development of USCG liquefied gas training and the creation of USCG liquefied gas policy, regulations, and procedures.

The Coast Guard’s LNG/LPG technical expert for all foreign and U.S. flagged gas carriers and barges that carry liquefied gases in bulk, commercial ships that utilize LNG as a fuel, LNG bunkering, alternative fuels, and the safety engineering, process and marine transfer systems associated with LNG/LPG terminals. Created and reviewed USCG safety/security policies, regulations, procedures and standards for LNG/LPG carriers, liquefaction and regas terminals, and USCG marine inspectors. Coordinated and conducted LNG/LPG incident investigations to determine cause, and recommend preventative and corrective actions. Developed USCG training qualifications and administered/instructed the USCG Gas Carrier Inspection Course, which required detailed knowledge of the construction, naval architecture, design principles, machinery engineering, process engineering and operation of LGCs, FSRUs, FSPOs, LNG ship-to-ship transfers and all applicable U.S. and International regulations, including: IMO, OCMIF, SIGTTO, SOLAS, MARPOL and CFR, etc.

LNG Marine/HSSE Manager for the Sabine Pass LNG Terminal. Monitored controls and standards to ensure safe and efficient marine operations and adherence to approved policies, procedures, government regulations and shipping protocols in support of Cheniere’s Health, Safety, Security & Environmental strategies, including: emergency planning, emergency response, accident prevention, investigations, root cause analysis, safety & security compliance issues, aspects of safety management systems, and assisted with other general safety, security, health and environmental tasks. Analyzed and identified risks, opportunities embedded in the process of making/taking delivery of LNG. Ensured compatibility between LNG vessel and terminal by vetting, auditing, ship and terminal inspection. Conducted quality assessments of ship and terminal in accordance with DOT, OSHA, USCG, EPA, FERC, NFPA, Clean Air Act, Clean Water Act, Natural Gas Act, RCRA, EPCRA, SARA, to ensure operations and personnel meet and incorporate essential aspects of safety, security and environmental protection.

HSSEQ/Marine Operations Advisor - provided direction, instruction, oversight and support for all health, safety, security, environmental & quality matters at Excelerate’s global headquarters, ports and across its LNG vessel fleet. Provided operational & regulatory insight to the Asset Development and Liquefaction team for construction and permitting. Oversaw / conducted incidents investigation to determine root cause, and implement preventative & corrective actions. Responsible for providing regulatory expertise in all aspects of Marine Transportation of LNG cargoes, particularly in the LNGC, FSRU, FLSO industry and Marine Assurance Activities – risk assessment, safety, quality assurance, and regulatory compliance. Verified compatibility between LNG Carriers and Terminals, conducted ISM auditing, vetting, and providing marine expertise/support to LNG commercial and trading activities. Reviewed/ assessed operator management systems and vessel operations to maintain accident free marine activities.

Oversaw and managed all marine safety operations, homeland security, and emergency management missions at U.S./Mexico border. Supervised and conducted safety and ISPS / MTSA inspections on foreign and U.S. flagged commercial chemical, LPG, LNG, oil ships, passenger vessels, offshore supply vessels, tank barges, new construction of mobile offshore drilling units (MODU) / oil platforms. Ensured compliance with U.S. and International laws/regulations was met for vessel maintenance, repair and construction methods, engineering, and pollution prevention equipment. Supervised and conducted marine casualty and accident investigations, pollution investigations, water-front oil/chemical/liquefied gas terminal safety, MTSA, cyber security exams, and port safety. Directed and coordinated federal responses through Incident Command System (ICS) to environmental spills, releases, security and severe weather threats with state/local government and the impacted maritime industry.

Conducted comprehensive safety and security (ISPS / MTSA) inspections/audits on U.S. and foreign freight/oil/chemical/LPG/LNG/passenger vessels and terminals. Ensured maritime safety, environmental compliance, emergency response, ship, terminal and port security was met at all times. Conducted and supervised accident investigations, new vessel construction of mobile offshore drilling units (MODUs), tank barges, and passenger vessels. Verified vessels met International and U.S. laws/regulations for construction, engineering, firefighting, lifesaving and environmental compliance through surveying, inspection, vetting, quality control, and auditing. Required technical knowledge in marine engineering, maritime regulations, naval architecture, design principles, ship construction, pollution prevention equipment and vessel operations.

Met daily instrumentation and electrical (I&E) equipment service repair needs on 47 different Coast Guard cutters/vessels & facilities. Reviewed and conducted preventive maintenance, corrective maintenance, modification maintenance, installation, and QA/QC of electronic equipment to shore-side facilities and USCG Cutters. Trouble-shot and analyzed problems while recognizing potential hazards to operations and provide protection for both human beings and equipment. Managed all ordering of Electronic parts, which included procurement and requisitions of supplies, and executed all transactions of facilities inventory and maintained a stock valued over $1.5 million. Supervised & coordinated the work efforts of 12 technicians by setting work priorities and schedules.
