 Mise en route et renforcer des partenariats correspondant au projet, avec une applicationappropriée des concepts, outils et approches du partenariat. Collaborer avec les équipes et les conseillers techniques pour l’urgence, planification de la stratégiede mise en oeuvre de toutes les activités d’intervention d’urgence et de développement. Soutenir les activités de gestion, suivi et rapports techniques et de budget pendant la plus grandepartie du cycle du projet – démarrage, mise en oeuvre et clôture – dans la ligne des principes etnormes des exigences des bailleurs de fonds et des bonnes pratiques. S’assurer que l’apprentissage accompagne bien les activités du projet tout au long du cycle duprojet. Identifier proactivement les problèmes, les signaler pour orienter les ajustements aux planset aux calendriers de mise en oeuvre. Représentation de l’organisation auprès de CRS, des bailleurs de fonds, groupes de travail desONG internationales, Nations Unies, partenaires locaux pertinents et acteurs pertinents dugouvernement local et de la communauté pour se tenir au courant de l'évolution des besoins sur leterrain, développer des synergies et identifier les opportunités d’accroissement. Coordination des activités nécessaires pour avoir les ressources financières, matérielles ethumaines qu’il faut pour une mise en oeuvre de qualité du projet. Faire des examens périodiquesdu budget et vérifier avec le CRS la ponctualité de la soumission de rapports financiers afin defaciliter le bon suivi de l’utilisation des ressources. Identification des besoins en capacités du personnel et les besoins d’assistance technique desorganisations partenaires et contribuer au renforcement des capacités et aux interventionsnécessaires pour appuyer la mise en oeuvre de projets de qualité. Préparation de rapports d’analyse sur les tendances et diffuser les résultats.

Main responsibilities: • Review of reports submitted by partners • Follow-up of the action plans to be implemented by the partners • Monitoring of funds requested by partners and liquidation of advances • Preparation of project partnership agreements and awareness of content partners. • Monitor the implementation of the grant to partners • Review and analyze the partner's expense lines • Support the partner in researching the documentation • Strengthen the capacity of partners for project management (activity and budget monitoring, work plans and the implementation of action plans. • Support the partner in advocacy strategies for strengthening health systems and vaccination. • Assisting the partner in identifying organizational strengths and weaknesses and designing ways to strengthen their capacities

Main responsibilities: • Implement the execution of emergency projects. • Manage the project budget to ensure that all project expenditures are made in the limits of the budget and according to the financing agreements. • Write quality time reports in English and / or French for the Country Review program before submission to donors. • Review the budget comparison reports submitted by finance to track rates budgetary consumption. • Hold meetings with project teams and partners to review activities and the desired impact as well as the progress made according to the objectives set and to develop action plans. • In collaboration with the M & E team, put in place an updated M & E system which collects relevant and accurate data to account for accuracy, the period the effectiveness and impact of each project. • Ensure that protection aspects are integrated into the project, including the prevention of sexual exploitation, abuse and harassment. • Work closely with OCADES-Caritas which is the implementing partner for the planning and execution of the project.

• Evaluate plans, specifications and quantities of construction and equipment infrastructure with CAST financing; • Check the calculation notes submitted by the control offices as part of the implementation infrastructure • Participate in the development of call records for the recruitment of construction companies and / or service providers in the field concerned; • Develop an action plan for the implementation of targeted interventions; • Ensure technical coordination and technical quality of infrastructures on CAST financing; • Develop and implement a plan for monitoring the use of resources and activities undertaken on field; • Technically control, from start to finish, infrastructure construction works CAST funding and proceed with the acceptance of the work; • Involve communities in receiving the various stages of the works; • Initiate and maintain dialogue with the relevant interlocutors (partners, government, NGOs) and make recommendations to the CRS for a better complementary of its interventions in relation to other interventions in the same field.

Main responsibilities: • Represent the Client in the choice of service providers (in any body of state) to the construction of the infrastructure and the choice of the project manager (monitoring office control). • Advising the Client in all technical decisions • Technical study, calculation of structure, treatment of different budgets • Participate in the development of bidding documents for the selection of service providers in the following state bodies: structural work, electricity, elevator, plumbing, computer science, painting, furniture ... • Analyze the different levels of execution through the attachments established by the prime contractor for the accounts • Approve accounts submitted by providers for payment • Work on strict deadlines • Attend all site meetings and report to the Client • Periodically provide a report that gives the physical and financial progress of the works. • Develop tools for monitoring and evaluation of the structure during the warranty period
