– Advise C-level executives, legal and finance teams, asset and portfolio management staff on federal regulatory compliance for low income multifamily housing acquisition, rehabilitation, and disposition.– Analyze and evaluate project financials, tax credit allocations, and current overall portfolio to recommend appropriate financing for development of affordable housing projects.– Counsel clients on affordable lending programs, including Low Income Housing Tax Credits, HOME Investment Partnerships Program, and Community Development Block Grants.– Advise on appropriate corporate structure to maximize tax credit benefit and minimize reporting and compliance burdens.– Draft partnership agreements and amendments, loan agreements, and promissory notes.– Research and brief on current U.S. Department of Housing and Urban Development (HUD) Guidance and proposed changes to federal housing finance laws.– Provide technical assistance with reporting project financials and management information in HUD’s online systems.– Negotiate and obtain HUD compliance waivers and exceptions. – Provide recruitment, hiring guidance, and training for clients’ internal portfolio management teams.

— Provide legal advice and interpretive guidance on federal and state managed care law, including regulatory and corporate compliance and risk management issues— Develop compliance and risk management guidance on Medicare, Medicaid, and MMP enrollment, utilization management, credentialing, contracting, coverage, and reimbursement.— Advise on compliance and risk management for Marketplace plan development and maintenance in over 20 states and seven state based exchanges, including California, New York, Florida, Michigan Texas, and Washington.— Assist with HIPPA and HITECH audits including detailed practical guidance and instruction for regulatory response.— Provide counsel and direction on Fraud, Waste and Abuse audits, investigations, and self-disclosure and reporting protocols— Assist in-house Legal department with negotiation of vendor and provider contracts, business associate agreements, aligned business purchases, and other commercial transactions.— Work cross functionally with in-house Legal, Business, and Compliance teams to ensure that contractual terms are compliant with federal and state regulatory requirements as well as company policies.— Provide interpretive guidance and direction on the No Surprises Act, post-Dobbs reproductive healthcare compliance, and state Medicaid regulatory changes in over 20 states, including Texas, Mississippi, Idaho, Ohio, and Wisconsin. — Participate in over 5,000 out-of-network provider arbitrations through the Texas Department of Insurance arbitration process.
