After spending a short time editing the written decisions of the other 20-25 Hearing Officers in the Unemployment Insurance Appeals Tribunal for grammar, syntax, and substantive content, I was asked to lead a small team of editors. I held editorial duties for approximately six months. Later, I I trained to conduct those same administrative hearings within a limited scope of issues. During my tenure at the TN DoL, and before attending law school, I conducted over 2,000 administrative hearings at a rate of seven to 10 each business day, including issuing written decisions and orders. For the third quarter of 2010, I was the least-reversed hearing officer in the Tribunal on appeal to Chancery Court.For about a year-and-a-half, on delegation by the Tribunal's Director and with instruction from the Chief Hearing Officer, I was solely responsible for answering administrative and procedural requests relating to the Tribunal's business. That included deciding and answering approximately 50-80 daily requests for subpoena, continuance, withdraw, and change-of-venue and for processing Notices of Appearance and evidentiary materials.During the Summer of 2011, I returned to the Tribunal after my first law school year. I resumed conducting administrative appeal hearings and was asked to develop the approach to a new issue coming up before the Tribunal due to a change in state unemployment law, and later to promulgate a training memo to other hearing officers that would serve as a template for how to properly proceed, issue-spot, and rule with regard to that issue.
