Responsible for the overall maintenance and upkeep of 2.9 million square feet over 26 campuses across the district. Plan, prioritize and direct the work of all building and grounds personnel involved in the maintenance to effectively and expeditiously complete repairs in adherence to district polices, sound maintenance practices and urgency of operations. Analyze needs and make recommendations on how to efficiently utilize Maintenance and Operations, Capital Improvement and Building Fund budgets totaling approximately $22 million dollars to achieve district goals. Prepare specifications and submits cost estimates of proposed work activities. Develop, plan, coordinate and oversee new construction projects and remodels in consultation with architects, engineers and construction teams to ensure efficient use of district funds and timely completion; develop annual priority list for maintenance of buildings through the management of Capital Improvements budget. Communicate regularly with administrators, school board members, contractors, architects, city officials and various other entities in the community to develop and maintain positive school/community relationships. Recruit, hire, develop, manage, evaluate and lead staff of 95 office, custodial, maintenance, warehouse and grounds personnel. Conduct routine and periodic inspections of schools and facilities to ensure compliance with the Arkansas Division of Public Schools Academic Facilities regulations as well as State and local codes and ordinances; oversees compliance with OSHA and EPA regulations. Coordinate in-service training for maintenance, custodial and grounds personnel on new equipment and work methods; conduct safety inspections, accident investigations and training programs to create a safe environment. Oversee the energy management program for efficient use of resources through the use of a computerized energy management tracking system. Oversee security of district facilities.

Work with instructional staff, support staff and maintenance staff to maximize cost avoidance with all energy systems, including electrical, natural gas, water, sewer and sanitation; Use utility tracking software to monitor utility billings and contracts and to check for billing errors. Make recommendations to the Business Manager, Superintendent and the School Board on methods to contain energy costs; Assist in the design of energy management systems in consultation with maintenance staff to ensure responsible use of district funds; Coordinate programming of all energy management systems for maximum efficiency during occupied and unoccupied periods of time; Coordinate community use of facilities and rental agreements in order to maximize efficient utility usage an cost reimbursement during non-school times; Orient school personnel with information on proper use of equipment and efficient energy use; Maintain a positive working relationship with the school staff and elicit their support in the energy management program; Regularly communicate with the school community on the success as well as improvement needs regarding energy management program. Responsible for supervision of 80-100 parolees and probationers which includes monitoring their monthly activities; ensuring all Parole Board and court conditions are followed; and making contact with them at both their residence and in an office setting. Certified as a Specialized Law Enforcement Officer with authority over persons under supervision of the Department of Community Correction which includes authority to carry a firearm; issue warrants; make arrests; and conduct warrantless searches. Additional duties include training new officers in Defensive Tactics, Firearms and Team Building Skills. This position also requires considerable interaction with all facets of the justice system, including the Prosecutor, Public Defender, Parole Board, Board of Corrections, court system, and other law enforcement agencies.

This position consisted of three principal duties, each of which requires considerable contact and skill in dealing with other people, often in a hostile or stressful situation. Activities include booking prisoners into and releasing prisoners from jail, taking reports over the phone or in person and the feeding and general care of prisoners. Basic typing and filing skills, operation of computers and fax machines is required. Knowledge of criminal processing skills is needed as well, since this position includes the responsibility for transporting prisoners to their court arraignment. Additional duties include the training and supervision of new jailer employees as they are hired and as they proceed through their permanent assigned shifts. Handling of prisoner work program includes all paperwork necessary for proper documentation of work credit towards fines and costs. This position requires considerable interaction with other facets of the justice system such as the prosecutor's office, public defender's office, adult probation/parole department, court system, and other area law enforcement agencies.
