Secured scarce resources, DoS influence and inter-agency commitment to expand USCG-staffed Technical Assist Field Team (TAFT) to facilitate increase in maritime capacity of our Caribbean and Central American partner nations through engagement, training and technical assistance.

As Unit Commander, responsible for 80 personnel, six 25’ Response Boats, trucks, trailers and $1.3 million budget. Missions include Ports, Waterways and Coastal Security, Search and Rescue (SAR) and large scale disaster response. MSSTs were created under the Maritime Transportation Security Act (MTSA) 2002, in direct response to the terrorist attacks on Sept. 11, 2001, and are a part of the Department of Homeland Security's layered strategy directed at protecting our seaports and waterways. MSSTs provide waterborne and shore side anti-terrorism force protection for strategic shipping, high interest vessels and critical infrastructure. MSSTs are a quick response force capable of rapid, nationwide deployment via air, ground or sea transportation in response to changing threat conditions and evolving Maritime Homeland Security (MHS) mission requirements. Conducted 45 multi-week deployments to protect US ports during planned security events such as the United Nations General Assembly in New York, Fleet Weeks, and on eight U.S. Presidential protection details. In September 2008, deployed to Houston, TX ahead of Hurricane IKE with an advanced team. Then, post-landfall, directed 120 personnel with twelve 25’ Response Boats to conduct safety, law enforcement and security missions from Lake Charles, LA to Houston, TX. Worked in the multi-agency Incident Command Post as a Group Supervisor and as Operations Branch Director during response and recovery operations.
