I retired from full-time administrative work for the Village of Deerfield, Illinois in March of 2017. In 2017 I headed a team of consultants studying Emergency Medical Services for the City of Fitchburg, Wisconsin in the Madison metro area. We appeared before the Fitchburg City Council on August 14, 2018 to present a full report with six options for future consolidation of Fire and EMS services with the potential to save the City over $400,000 a year in personnel and capital borrowing costs. Completed an Employee Pay Compensation and Organizational Improvement study for the Village of Slinger, Wisconsin July 19, 2021.Formery employed by GOVTempsHR as the Senior HR Manager for the Village of Niles, Illinois until mid--January 2022. In this three-month assignment I have been conducting most of the recruiting for the executive departments as well as assisting the Deputy Village Manager with Merit Pay evaluations, annual Open Enrollment Campaign for all Employee Benefits, and Employee Safety and Injury reporting. This April and May I served as Interim HR Manager for the village of Lake-in-the Hills, IL until a new HR Manager was hired.

I recruited new employees, conducted annual surveys of wage and hour pay ranges for approximately 110 Village employees, maintained confidential employee personnel records and processed all insurance claims for employee benefit and general liability programs. I also designed performance evaluations, conducted collective bargaining and advised the Village Board and Management team regarding personnel policy and employee discipline and morale issues. Also created an employee wellness program and a succession plan for top management employees. I was an active member in both ILPELRA and NPELRA.

Expert in Public and Non-Profit Executive Recruitment of CAO's and department heads for cities, villages and counties.Expertise in employee handbook development, pay compensation and classification plan development, and organizational/management studies of all types.I also consult on Budget and Financial management, and can provide counties and cities with capital improvement plans and performance based budgeting models.I am available for interim city or county administrative jobs during transition periods of up to 1-6 months. Served as Interim Administrator for Village of Bellevue, WI November 2012 through June 12, 2013.

Worked with local government officials throughout the State of Wisconsin to plan community and county wide events to educate citizens on the importance of answering 2010 Census enumerators when the canvasing began in March of 2010. I also supervised staff in eight regions of the State from the Milwaukee Complete Count office. I was responsible for weekly payroll reporting and training new staff on how to perform their functions as dictated by the Director of the Chicago office. I also had responsibilities for obtaining pledges of support for Complete Count from over 400 local officials in the Southwest portion of Wisconsin (Madison district) and later filled in for regional staff in the Eau Claire District. Wisconsin residents had an 83 percent voluntary rate of return (tied for highest in the nation), thus saving on time and $ of having home visits in 2010.

Chief Administrator of the State office which was in charge of administering Property Tax Valuation, Local Municipal Aid payments, Tax Incremental Finance District rules, and Local Property Tax Assessments for some 2,500 cities, villages, counties and towns throughout the State of Wisconsin. Administrative oversight of six regional offices and 364 employees in the Division, reporting to the Secretary of the Department of Revenue.

As a university instructor and ad-hoc faculty member, I taught local government officials and managers in programs such as the Certified Public Manager Program, the Public Works Supervisors Academy, and in seminars through the WI League of Municipalities, the WI Counties' New Members Orientation Program and the Town(ship) Board Members annual training conferences. I also was an ad hoc instructor for undergraduate students in Public Administration at UW-Oshkosh for three semesters. Subjects taught included Intergovernmental Cooperation Best Practices, Local Government Budgeting and Finance, Procurement, Federal, State and Local Government Personnel Management, and Government Officials Ethics. During this period I was principal researcher and author of the pamphlet, "Case Studies in City-Village Service Mergers: Best Practices," which was published by UW-Extension in 2003.

Served as short term in-country trainer and consultant in areas of local and state development. Created handbooks for Macedonian and Albanian procurement officers on how to write RFP's, hold open contract bidding processes, and evaluate construction/equipment/service proposals based on international and national purchasing laws. In the Czech Republic I trained local officials on how to create capital improvement budgets and estimate debt service schedules for short and long term borrowing to meet infrastructure needs..
