Independent Consultant To The Ddg 51 Class Lft&E ProgramRoi Consulting, Llc Oct 2000 - Mar 2004As a Consultant to the DDG 51 Class LFT&E Program, I served as Chairman of the DDG 51 Flight II/IIA Live Fire Test and Evaluation (LFT&E), Modeling and Simulation (M&S), Anti-Air Warfare (AAW) Hard Kill Susceptibility Analyses, Technical Review Panel (TRP) and the Vulnerability Analyses TRP. I prepared the Accreditation Reports for the AEGIS Weapon System Models Network, Ship Vulnerability Model (SVM), and Battle Damage Estimator (BDE). These reports documented the capabilities, limitations, and risks associated with using the models for LFT&E. I developed and implemented a new risk assessment methodology for evaluating the risk associated with using the Ship Vulnerability Model (SVM) in support of the DDG 51 (Flight II/IIA) LFT&E Program.

Tasking on this project included: coordinating the review of nearly 700 recommendations from prior ship incidents, tests, and analyses to determine if they were implemented on USS COLE prior to the 12 OCT 2000 terrorist attack and if they did (or would have) made a difference to the outcome of the event; analyzing the findings and identifying new and recurring survivability design issues; developing a briefing detailing the findings of Phase I; managing preparation of the Phase I final report; and developing the detailed analysis plan for Phases II and III.

In this capacity, I was responsible for coordinating and managing all aspects of the DDG 51 (Flight II/IIA) LFT&E Program, developing the DDG 51 Class (Flight II/IIA) LFT&E strategy detailed in the Test and Evaluation Master Plan (TEMP), the USS OSCAR AUSTIN (DDG 79) Total Ship Survivability Trial (TSST) Plan, and the AEGIS Live Fire Test and Evaluation Management Plan for DDG 51 Class Ships (Revision 2) of May 1998. According to the Deputy Assistant Secretary of the Navy (Ships), the LFT&E Management Plan revision effort should be viewed “as a model for successful implementation of the Integrated Product Team process for ship LFT&E, and [execution of the Plan] will result in a useful, informative and productive series of LFT&E analyses and trials for Flight IIA DDG 51 ships.”
