As the Managing Member, I am responsible for all aspects of running the business.

As the Integrated Recoverability Model (IRM) Program Manager, I am responsible for managing all aspects of developing and testing the IRM software.

Supported the LCS LFT&E Program to completion with delivery of the Final Survivability Assessment Report (FSAR). Used the Integrated Recoverability Model (IRM) software as the primary tool for performing survivability assessments on both LCS Variants and achieved accreditation. Supported the LCS 3 and LCS 4 Total Ship Survivability Trials (TSST). Received two LCS Bull Riders Team awards from the Program Office. The entire LCS LFT&E Team was selected as the U.S. Navy Test Team of the Year for 2019.

As the Cruiser Modernization LFT&E/Survivability Analysis Assistant Manager, I provided support to the Cruiser Modernization Program Test & Evaluation Manager. I was responsible for assisting the Program Office in managing all Cruiser Modernization Live Fire Test and Evaluation (LFT&E) and Survivability Analysis engineering and program management support. Our team developed and delivered the Cruiser Survivability Assessment Report.

As the DDG 1000 Design Agent LFT&E Manager, I was responsible for successful development of the DDG 1000 LFT&E Management Plan, development and delivery of the Initial Vulnerability Assessment Report (IVAR), M&S VV&A activities, and test planning and conduct activities. M&S VV&A activities included serving as the Accreditation Review Panel (ARP) Co-Chair.

As an Independent Consultant, I served as the DD(X) (now DDG 1000) Design Agent LFT&E Manager and Ex-PETERSON Weapon Effects Test Director. As the Design Agent LFT&E Manager, I managed development of the DDG 1000 Live Fire Test and Evaluation (LFT&E) strategy, included in the Test and Evaluation Master Plan (TEMP) and the DDG 1000 LFT&E Management Plan.As the Design Agent Test Director for the EX-PETERSON Autonomic Fire Suppression System (AFSS) Live Fire Weapon Effects Test (DT-151A/LFT-800B), I was responsible for coordination and management of all test related activities. I generated, reviewed, and approved test related documentation, coordinated T&E personnel across the program, managed the T&E processes related to the test, managed Modeling and Simulation (M&S) Verification, Validation, and Accreditation (VV&A) for the test, maintained the test schedule, managed and tracked action items, and prepared test related presentations.

As a Consultant to the DDG 51 Class LFT&E Program, I served as Chairman of the DDG 51 Flight II/IIA Live Fire Test and Evaluation (LFT&E), Modeling and Simulation (M&S), Anti-Air Warfare (AAW) Hard Kill Susceptibility Analyses, Technical Review Panel (TRP) and the Vulnerability Analyses TRP. I prepared the Accreditation Reports for the AEGIS Weapon System Models Network, Ship Vulnerability Model (SVM), and Battle Damage Estimator (BDE). These reports documented the capabilities, limitations, and risks associated with using the models for LFT&E. I developed and implemented a new risk assessment methodology for evaluating the risk associated with using the Ship Vulnerability Model (SVM) in support of the DDG 51 (Flight II/IIA) LFT&E Program.

As a Consultant to the USS COLE (DDG 67) Incident Analysis Team (IAT), I served as the Project Assistant and Report Coordinator. In this capacity, my responsibilities included: developing the analysis plan and managing its implementation; preparing the project schedule and budget; developing the survivability lessons learned briefing and Naval Message, related point papers, and executive correspondence; preparing a briefing for the Chief of Naval Operations; compiling, editing, and providing technical review of all inputs to the project’s final report; and providing close coordination with NAVSEA, NSWCCD, and NSWCD SSES, and other Navy Organizations.

As a Consultant to the Cruiser Conversion Test and Evaluation (T&E) Manager, I was responsible for planning and managing the Cruiser Conversion Live Fire Test and Evaluation (LFT&E) Program. I was responsible for coordination of LFT&E personnel across the program, managing the test and evaluation processes, managing modeling and simulation (M&S) VV&A processes, maintaining program and test schedules, managing and tracking action items, and preparing presentations.

As a Consultant to the Naval Sea Systems Command (NAVSEA) USS COLE Survivability Review Group (SRG), I served as the Project Assistant. In this capacity, I developed the three-phased Survivability Review Group (SRG) analysis technical approach and assisted in managing Phase I to completion. Tasking on this project included: coordinating the review of nearly 700 recommendations from prior ship incidents, tests, and analyses to determine if they were implemented on USS COLE prior to the 12 OCT 2000 terrorist attack and if they did (or would have) made a difference to the outcome of the event; analyzing the findings and identifying new and recurring survivability design issues; developing a briefing detailing the findings of Phase I; managing preparation of the Phase I final report; and developing the detailed analysis plan for Phases II and III.

As a Systems Analyst supporting the DDG 51 Class Program Office (PMS 400), I served as the DDG 51 Class LFT&E Executive Committee Coordinator. In this capacity, I was responsible for coordinating and managing all aspects of the DDG 51 (Flight II/IIA) LFT&E Program, developing the DDG 51 Class (Flight II/IIA) LFT&E strategy detailed in the Test and Evaluation Master Plan (TEMP), the USS OSCAR AUSTIN (DDG 79) Total Ship Survivability Trial (TSST) Plan, and the AEGIS Live Fire Test and Evaluation Management Plan for DDG 51 Class Ships (Revision 2) of May 1998. According to the Deputy Assistant Secretary of the Navy (Ships), the LFT&E Management Plan revision effort should be viewed “as a model for successful implementation of the Integrated Product Team process for ship LFT&E, and [execution of the Plan] will result in a useful, informative and productive series of LFT&E analyses and trials for Flight IIA DDG 51 ships.”
