He was appointed to the Senate of Canada by Prime Minister Pierre Trudeau in 1984.He served as the elected President of the Liberal Party of Canada from 1994 to 1998. During which time he was Election Readiness Co-Chair and Platform Co-Chair for the Party. Prime Minister Chretien appointed him Deputy Leader of the Government in the Senate in 1999, and Speaker in 2001. Following the 2006 election, he was elected Leader of the Opposition in the Senate. He was made a Privy Councillor by Prime Minister Harper in 2007. From 1994 to 2001, he chaired the Canada Japan Interparliamentary Association and ancillary thereto a leadership role in the Asia Pacific Parliamentary Forum founded by former Prime Minister Yasuhiro Nakasone in 1992.He has been a supporter of Senate modernization and reform. In that context, he has spoken about and written articles in favour of institutional reform and parliamentary affairs.He continues to maintain and support the Hays Converter breed of cattle developed by his father, Harry Hays.
