The Hoover Institution Veteran Fellowship Program (VFP) is a nonresidential, year-long program for 10 military veterans that was launched in the fall of 2021. The Hoover Institution Veteran Fellowship Program is a unique endeavor that integrates the public policy scholarship of the Hoover Institution with military veterans who exemplify the credibility and talent of the military. The Program seeks to bring greater innovation and action to policy awareness and implementation. By addressing critical policy challenges, the Program will produce a group of practitioners who will make meaningful advances across the United States. The veterans’ unique grasp of the country’s values, their personal initiative, and their wide networks present synergies where sound policy ideas can emerge.

The Presidential Leadership Scholars program was developed to increase social good in communities large and small through leadership development, with the belief that a certain kind of leadership is necessary to solve the many complex challenges we face in society. - Chief UAS Evaluator for entire Naval Special Warfare claimancy. Responsible for the Standardization and Evaluation of over 200 NSW UAS Combat Support Technicians, SEALs and Combatant Craft Crewmen.- Manage operations and training of two UAS Squadrons employing various Group 1-3 Unmanned Aircraft Systems in direct support of SEAL Teams, other Special Operations Forces (SOF) and Other Government Agencies (OGA).- Oversee establishment of U.S. Special Operations Command’s West Coast UAS Schoolhouse and the training of over 300 airmen, soldiers, sailors and marines in Group 1 and Group 2 Unmanned Aircraft Systems.- Department of Defense (DoD) Small Unmanned Aircraft Systems (SUAS) Subject Matter Expert (SME) assigned to the Federal Aviation Administration (FAA) Safety Risk Management Panel (SRMP) to identify SUAS hazards-to-flying in the U.S. National Airspace (NAS) and determine the necessary controls to allow future expansion of the NAS for Military and Civil Unmanned Aerial Vehicles.

- Managed operations of day-to-day tasking, logistics, scheduling, budgeting, maintenance, and manpower for two operational Unmanned Aircraft Systems sites in Iraq and Afghanistan; interfaced with other offices/agencies to ensure timely and effective completion of tasks; identified requirements, coordinated with operations centers and met operational needs to support missions. - Industry recognized leader of the premier Special Operations Small Tactical UAS Team, overseeing both military officers, enlisted and contractors in the collection of Intelligence, Surveillance, Reconnaissance and Targeting (ISR-T) products for which critical life and death decisions are made.

- Hand selected to create NSW’s first Technical Special Reconnaissance (TSR) capability: the premier SOF Technology Fusion Shop for Unmanned Systems, Tactical Information Operations, Technical Surveillance, Technical Exploitation, Environmental Reconnaissance and Special Communications. - Naval Special Warfare Support Activity ONE plank owner.

- Established Naval Special Warfare's initial Group 1 UAS Training capability.- Lead UAS Evaluator in NSW. Instructed over 150 sailors, soldiers and marines in Group 1 UAS. - As a UAS payloads expert and lead integrator, has thorough understanding of multi-intelligence fusion of UAS sensors, electro-optical (EO), Infrared (IR) and signals intelligence (SIGINT) producing targeting quality imagery and precision geo location (PGL) of High-Value-Targets and Individuals (HVT/HVI). - Key member of the U.S. Special Operations Command Initial Operational Test & Evaluation Teams for Raven, Puma All Environment (Puma AE) and Expeditionary Unmanned Aircraft Systems. - Expert Operator and Lead Payload Integrator for NSW Small UAS platforms. Type rated operator and/or instructor/evaluator in various Small UAS platforms to include: Pointer, Raven A / B, Aqua Wasp, Wasp, Aqua Puma, Puma AE, SWIFT, Neptune, ScanEagle, Silver Fox, Viking 400 and Buster.

- Integrate Navy Fleet Fixed and Rotary wing aviation assets into Naval Special Warfare West Coast SEAL Training- Develop nascient small UAS capability for NSW.

- Managed and employed a wide variety of coalition and US Navy helicopters assigned to the four aircraft carrier battle force including 20 U.S. Navy and other armed helicopters from coalition nations.

- As a survival instructor, taught select high-risk-of-capture DoD personnel in SERE techniques. - Expert in the following areas: instructional methods and skills, wilderness living, shelter construction, fire building, map and compass navigation, backpacking, food and water procurement, wilderness medicine and basic first aid, signaling and rescue techniques, escape and evasion, and Prisoner Of War (POW) resistance techniques.

- H-46 Sea Knight Search and Rescue Pilot (SAR) specialized in Amphibious Ready Group (ARG) operations.
