1 of 7 officers selected by the Special Assistant to the Chief of Staff to help prepare the Chief of Staff of the Air Force to advise the Chairman of the Joint Chiefs and President of the United States on Airpower’s contribution to the National Defense Strategy. As part of the “Chief’s Think-Tank”, assisted in the creation of long term Air Force developmental strategies and force structure. Analyzed and authored Air Force Blue Approaches and Capabilities Team input for the Office of the Secretary of Defense Long Term Comprehensive Strategy, an articulation of capability needs to enhance deterrence and counter regional ballistic missiles and advanced air defenses. Built Low Observable concepts and futures briefing for HAF staff, integrated analysis and evaluated strategic needs and enduring utility. Integrated expert opinion from across AF and industry on state of technology.

Chief and Deputy of Headquarters Air Force Division. Led 11 person team in evaluation of Air Force Air Superiority, Global Precision Attack and Nuclear Deterrence Operations’ capabilities, including ability to operate against advance air defenses. Assisted Air Force’s annual budget submission development. Assessed/presented evaluations of submissions to the Air Force Corporate Structure. Air Force representative on the Office of the Secretary of Defense’s Nuclear Posture Review, stressed need for credible, survivable deterrent. Assisted Joint Chiefs of Staff planning and preparation of decision briefing for POTUS involving assessment of survivable strike options. Authored Air Force long term strategy input to Chairman’s Joint Assessment integrating survivability analysis and concepts. Led team of analysts and air and space power experts (military, government and civilian contractors) that developed analytic agenda for Combat Air Forces for 2011 Capabilities Review and Risk Assessment Study. Developed study plan and analytic scenarios, including threat laydowns; supervised creation and update of Process Sequence Model analytic tools. Led multiple analysis sessions, incorporating views of up to thirty Subject Matter Experts from Air Force, National Reconnaissance Office and other government organizations at each of the sessions. Developed and staffed “Health of the Air Force” briefing for FY13 Annual Planning and Programming Guidance emphasizing need for survivable strike systems; briefing kicked off FY13 budget development process. Presented results at Air Vehicle Survivability Workshop. Whiteman Air Force Base, Mo

Led 50 military and civilian engineers, analysts, aircraft maintainers, test instrumentation and operational test pilots in the nation’s only low observable bomber Test and Evaluation Squadron. Managed $12 million annual test support budget; executed testing for over $1 Billion in highly classified developmental and operational test programs annually. Deconflicted operations with host unit and coordinated DATA MASKED location support to ensure thorough, on-time evaluations. Integrated and evaluated advanced survivability concepts including both hardware and tactics improvements. Explored concepts with analysis tools before live fly to validate concepts and reduce costs. Survivability expertise recognized with by name request from HQ Air Combat Command (ACC) to assist in multi-billion dollar classified project concept development—personally demo’ed effectiveness to VCJCS, VCSAF, PACAF/CC and STRATCOM/CC. Worked with AF Operational Test and Evaluation Center to streamline Radar Modernization Program Operational Test and Evaluation procedures, saving 29,000 man-days and $500k in travel costs alone. Discovered substantial flaws in 4 of 5 new weapons’ software, followed through for problem resolution. Developed several large force training exercises to develop F-22/B-2 integration tactics. Developed survivable routes and highlighted challenges of integrating advanced aircraft. Developed survivable strike missions in support of Global Strike taskings from the Office of the Secretary of Defense and the Joint Staff.
