In my role as Superintendent of Explosive Ordnance Disposal (EOD) at the U.S. Air Force's 30th Civil Engineering Squadron, I lead a team of 17 subject matter experts in explosives safety. I am responsible for planning, scheduling, and directing emergency responses, training, supply & logistics, and quality assurance for emergency programming at multiple military sites in central California. Additionally, I represent EOD for missile and satellite launches at the Emergency Operations Center and conduct Quality Assurance audits and inspections on EOD processes, equipment, and training. I have successfully maintained operating budgets and government purchase cards with zero discrepancies, ensuring accountability and accuracy in all operations.

Emergency Program Management & Professional Development: In this role I managed a team of 12 PhDs and subject matter experts in developing and executing response plans for countering Weapons of Mass Destruction. I also oversaw the on-demand temporary assignment of specialized personnel to all U.S. military branches, allies, NATO partners, and friendly nations in the region for crisis response. I was accountable for $13M in specialized equipment and supplies.Key Accomplishments:⋆ I piloted new training programs and new equipment implementation for ETSG’s professionals. One of these pilot programs provided new nuclear sensor placement support to the Ukraine border, non-custodial nuclear training for EOD, and pilot classes for new wide area search technology. This also reduced delays in response time because of having a larger pool of professionals from which to draw.⋆ I directly oversaw the planning and execution of 109 emergency response events over a two-year period. Additionally, I prepared training and logistics plans to ensure that the rotation of professionals was optimized, and mission capability was maximized. As a result, EOD emergency response times were reduced to less than 24 hours per event.⋆ I identified and corrected a two-year running fuel support issue for the group’s 24-vehicle fleet. This required coordination between three government agencies and resulted in the establishment of a long-term refueling capability.

EOD Program & Budget Management: I managed a team of 25 EOD and Special Operations Forces professionals on world-wide deployments, training programs, logistics support programs, training, and quality support. I was accountable for a $320K operational budget plus $6.7M in specialized equipment and supplies. My team supported the U.S. Secret Service and State Department and provided additional protection to U.S. Presidential retinues and other distinguished visitors, and supported local EOD nuclear platform response teams, protecting $1.5B in assets.Key Accomplishments:⋆ I oversaw three joint operations with state and federal law enforcement agencies in 2019. We safely identified, secured, and disposed of 60 pounds of explosives. Our unit earned an award for the first quarter of 2020.⋆ I supervised the EOD team on 27 Defense Support of Civil Authorities projects, in which unexploded ordinance, improvised explosives, and in-flight emergencies were rendered safe with zero mishaps. As a result, over 20K civilian lives were protected. ⋆ I volunteered to teach mathematics to adult learners pursuing their General Education Diplomas via night school classes at New Mexico State University from 2019 to 2020.⋆ I was a key figure in inspection preparations. I was invited to inspect Peterson Air Force Base's facilities and operations for their 2019 Unit Effectiveness Inspection and evaluated 200 program tasks. I identified and corrected two program shortfalls for Air Force HQ and conducted remedial training for 23 personnel. We earned a unit award and personal accolades from executive management.

Emergency Management & Program Management: I supervised a team of 25 EOD personnel and oversaw 18 emergency and nuclear response programs. I was accountable for $1.8M in specialized equipment and an operating budget of $228K. Our team supported U.S. Secret Service during visits by the President, First Lady, and other distinguished visitors. I planned and delivered training for EOD personnel, supervised QA programs, and facilitated EOD inspection missions and other Special Operations Forces projects.Key Accomplishments:⋆ I identified an opportunity to develop realistic training for forces. I obtained approval, lobbied for funding, and procured a $300K mock Afghan village and then developed a military training plan to train 500 service members. This achieved the number one priority for the Air Force Chief of Staff. As a result, I was awarded Base Superintendent of the Year, 2018.⋆ I inspected Malmstrom AFB's nuclear response team and validated their documentation program. I detected 25 errors and updated 3 standard operating procedures for 2 technical orders. This significantly increased nuclear surety for the base.⋆ I spearheaded a new training event involving seven air bases to conduct Broken Arrow response training and nuclear missile silo operations training simulations. We successfully fulfilled the new training objectives and increased the readiness ratings of all units by 30%.⋆ I coordinated with nine civil and government agencies to prepare for a special use Unmanned Arial Systems focus group. This group identified and resolved training concerns for all joint forces, and I provided EOD input to the group. For my participation and input, I was awarded Superintendent of the Quarter Award for Q2, 2019, and was named #4 of 110 peer superintendents.⋆ I was recognized for my contributions to the Global War on Terror, from 2003-20018, as the Air Force recipient of the Jewish Institute for National Security Affairs Award, 2018,

Program/Project Management & QA: I supervised a team of 25 EOD professionals operating 25 programs with 30 deployable assets. I was accountable for an operating budget of $228K. I directed the safe disposition of all explosive materials as the Explosives Safety Manager for the organization, and I led training programs for EOD-specific skills and organized professional development seminars for my professionals to attend. Our team provided U.S. Secret Service with EOD support and participated in executive focus groups to identify nuclear surety concerns in cooperation with 14 federal agencies. Key Accomplishments:⋆ I provided key leadership on Unit Effectiveness Inspection preparations for the 2017 Unit Effectiveness Inspection. Our team successfully cleared a 45-item checklist, and I was named Superior Performer by the Inspector General.⋆ I spearheaded development and led training for a seven-level upgrade program for Air Education & Training Command in 2016/2017. This incorporated 90+ classroom training hours and 30 separate field operations. As a result, six new supervisors were certified. I received personal accolades from executive management.⋆ I overhauled the organization’s QA program in 2016 and created three new team leader’s guides to ensure uniform approach to mission readiness. As a result, QA resources and training systems rated 35% higher after one year of use.⋆ I provided EOD support to U.S. Secret Service for a U.S. Presidential visit, 2016. Cleared 13 vehicles, 35 bags, and 16K square feet of facilities for an unannounced visit.

EOD Response Management & Accounting: I supervised a team of 17 EOD and Special Operations Forces professionals. My team and I identified, rendered safe, and destroyed explosive devices in support of U.S. Secret Service protective missions, U.S. Embassies, and regional support units. I was accountable for a budget of $67K and $4.5M in specialized equipment, and Government Purchase Card with $25K budget for surety and emergency response purchases. I supervised our QA program for the organization. I updated and delivered training on EOD-specific skills and subjects to enhance the organization’s personnel interoperability and maximize mission readiness. Key Accomplishments:⋆ I championed updates to the QA program. I identified and corrected eight discrepancies after an 11-checklist internal audit. This resulted in zero faults being found during the annual Unit Effectiveness Inspection. I received personal accolades from the Inspector General.⋆ I created an updated method for tracking EOD technology orders. This resulted in a 50% decrease in maintenance times and set a “Best Practice” for all U.S. Air Force Europe EOD units.⋆ I managed the GPC account with three active cards and maintained 100% error-free accounting on the annual base-wide audit. I received personal accolades from executive management.⋆ I successfully realized a long-delayed project to build a new EOD headquarters building, successfully launching the $1.6M project. Duty assignment was completed before construction project was finished.⋆ I saw to the completion of a $250K bomb range project, which enhanced our organization’s training capabilities and resolved a decade-old training deficiency.

Nuclear Surety & EOD Supervision & Training: I managed a team of five personnel providing EOD support services to the organization and its 27 B-52 aircraft, 8 helicopters, and the largest intercontinental ballistic missile (ICBM) stockpile in the U.S. Air Force. We provided EOD counter-terror support to U.S. Secret Service during visits from distinguished visitors. I prepared the organization for nuclear surety inspections. I also managed the team’s training program, QA program, and supported the facility’s nuclear surety programs. I was accountable for a budget of $150K, $2.1M in specialized equipment, and a GPC with a $60K budget.Key Accomplishments:⋆ I identified redundancies in onsite EOD training courses. I streamlined our training program, improved the certification times by 28%, and increased testing accuracy to greater than 97%.⋆ I assisted our organization in preparing the base for a 2014 visit by distinguished visitors. I led a two-person team and cleared 15K square feet of facilities and a 43-vehicle motorcade. As a result, there were no EOD-related incidents.⋆ I responded to a flightline emergency involving a B-52 aircraft with an onboard fire and explosive starter cartridges in 2013. I safely secured explosive material and prevented the loss of the $95M aircraft. I was personally thanked by executive management.⋆ I assisted with a multi-agency training exercise in 2012 to simulate and respond to active shooter and Improvised Explosive Device incidents at schools. This validated training and simulation models and resulted in improved training for regional law enforcement professionals.
