Acting Director General, Rail Strategy and Services (Jan-March 2023).As Director, leading a broad portfolio of Rail Strategy projects and policy issues, including in relation to rail reform, strategy, devolution, regulation, rail funding, international, retained EU law, supply chain, innovation, data, arms length body sponsorship and freight issues (including establishing a rail freight growth target). Oversight of the rail analytical team, which supports key rail decisions. Lead on rail issues relevant to the Free Trade Agreement with the EU and other key international partners, as well as rail trade promotion. Lead on Covid-19 response for rail freight and international rail. SRO of the project that led to the £44bn settlement for operations, maintenance and renewal of Network Rail infrastructure for 2024-9. Member of DfT’s Rail Investment Board.

Leading across a broad range of rail strategy projects - particularly on rail regulation, EU rail issues and major rail funding issues (as SRO for the project which achieved the around £47bn Government rail investment package for 2019-24 to upgrade the rail network). Government lead in establishing a new Rail Passenger Ombudsman.

Project Director for major CMA investigations into small business retail banking and ‘pay for delay’ in the pharmaceutical sector
