Responsible for all aspects of security and counterintelligence within ManTech International

 Served as Director of a Defense Agency with a workforce of 900+ disbursed in 46 offices across the country. The mission of the Defense Security Service was to protect critical technology and classified information in approximately 13,000 commercial facilities across the country. Completely transformed DSS methods to secure critical technology and classified information from a cookie cutter, compliance-based methodology to one that was risk based, fed by intelligence, and tailored to each facility and technology. Developed and began implementing the concept of “Delivering Uncompromised,” to weave security throughout the lifecycle of an acquisition and making it profitable for companies to invest more in the securing their technology and information. Implemented a new methodology for background investigations designed to speed up the security clearance process while increasing the level of security. Thus far 1.1 million people are enrolled in the new process. Enhanced business and counterintelligence analysis to prevent foreign intelligence services from tampering with the supply chains of national security systems and prevent the theft of critical technology and classified information. Developed a strategy to begin monitoring the handling of Controlled Unclassified Information in more than 100,000 companies across the US. Developed and began implementing new methodology to act as an early warning system when adversary countries are attempting to use cyber techniques to steal technology within the Defense Industrial Base.

 Serve as Deputy Director of National Counterintelligence. Oversee the development of the 2015 National Threat Identification Program Assessment (NTIPA) which identified the most significant counterintelligence threats to the US. Oversaw the development of the National Counterintelligence Strategy for 2015. Led the development of the National Counterintelligence Strategies against specific countries that represent priority threats to the US. Oversee the development and implementation of insider threat programs throughout the USG. Oversee the development of baseline standards for supply chain threat mitigation for the USG. Oversee the coordination of offensive counterintelligence operations throughout the USG. Oversee the development of personnel security standards and policies for the USG. Oversee the development of a national policy designed to thwart the activities of foreign intelligence entities against the US.

Responsible for leading, developing, and coordinating all offensive and defensive counterintelligence operations and activities throughout South Asia (including two warzones.)

Led all criminal investigations of CIA personnel and contractors which resulted from their activities in an official capacity.Led all investigations of CIA personnel and contractors involving significant regulatory violations.

Led global offensive and defensive counterintelligence operations and activities for the CIA.Led numerous counterespionage investigations and CIA’s overall insider threat program.Led global technical and cyber counterintelligence operations and activities across the CIA.Led counterintelligence analysis on a variety of technical and global counterintelligence issues.

 Directed by Deputy Director of CIA to assist the Senate Select Committee on Intelligence (SSCI) in the establishment of their study on CIA’s enhanced interrogation program. Established ground rules with the SSCI relative to the scope of their review and the operating procedures between CIA and SSCI. Developed plan to collect millions of related documents throughout CIA, executed collection plan, and established the methodology by which the SSCI would review them. Led what has become publicly known as, “The Panetta Review.”

 Led all offensive and defensive counterintelligence operations and activities as they related to CIA’s worldwide counterterrorism program. Led activities designed to ensure the confidence in the intelligence we received relative to global terrorism. Led investigative activities designed to identify and neutralize individuals pretending to cooperate with CIA at the behest of terrorist organizations. Made numerous trips to the warzones in conjunction with counterintelligence operations and activities.

 Working closely with the FBI and other USG agencies, led the conduct of hundreds of counterespionage investigations. Developed operational and investigative strategies for conducting counterespionage investigations.

 Served as branch chief for several branches within the Counterintelligence Center, and provided direct supervision for hundreds of counterespionage investigations. Established new unit within CIA that utilized forensic accounting techniques for application in counterespionage investigations. Personally conducted special interest investigations at the direction of senior CIA leadership. Participated in several espionage investigations that led to the arrest and conviction of spies in the US.

 Personally conducted several hundred counterespionage investigations. Lead investigator in the Aldrich Ames espionage investigation. Pioneered the use of forensic accounting techniques as a means to identify spies in the USG. Conducted thousands of investigative interviews and debriefings. Conducted several hundred interrogations Conducted detailed investigative analysis of potential evidence derived from investigations. Worked closely with the FBI and other investigative agencies.

 Served as bodyguard for various VIP’s. Conducted operational support activities in conjunction with a variety of intelligence activities. Conducted security investigations on those seeking employment with CIA and those undergoing periodic reviews.

 Conducted background investigations on those seeking security clearances with the Department of Defense.
