Director of Geospatial Intelligence Programs within Northrop Grumman Mission Systems. Responsible for $35M yearly existing programs supporting the National Geospatial Intelligence Agency (NGA). Responsible for technical direction on large software development programs and development of new business, including IR&D, capture management and proposal activities.Capture Manager for missile defense and Air Force radar design and development programs, including the X-Band Discriminating Radar (XBDR) Adjunct Sensor procurement for Missile Defense Agency and the Air Force Space Surveillance System (Space Fence). Developed schedules, budgets, tasking for the capture and program efforts. In addition, developed risk management and mitigation policies and processes for several proposal efforts.Managed the Design Study / Proposal Development contract to develop, through concept, preliminary design and proposal, an L-band radar system (NORA) for the French Ministry of Defense. Developed program plans, teaming agreements, budgets and design documentation and led several design reviews with representatives of French industrial partners and the French government.IR&D Principal Investigator for Project Management Collaborative Environment Project, developing tools for Requirements Management, Risk Management, Scheduling, Budgeting, etc. into a collaborative environment shareable by Northrop Grumman project managers, teammates and the government, and received a “Gold” IR&D citation. Provided direct technical support to the Kinetic Energy Intercept (KEI) program for the Missile Defense Agency (MDA) and the Targets and Countermeasures (TCM) program, also for MDA. Supported the proposal development of the TCM proposal, a $5B, ten-year program.

Electronic Data Gathering, Analysis and Reporting (EDGAR) Program Manager of the EDGAR system for the Securities and Exchange Commission (SEC). The EDGAR system is the primary filing system for publicly-traded corporations, utilities and fund managers. Responsibilities include managing operation of the EDGAR system including maintenance of the current system release, and managing the EDGAR modernization project, including improving the development process to Software Engineering Institute (SEI) Capability Maturity Model (CMM) Level 3. The modernization effort comprised approximately 750,000 source lines of code and significant COTS integration. Implemented engineering processes for user engineering, business process re- engineering, risk management, phase-in operations of new systems, and software engineering to SEI CMM Level 3.

Collection Requirements Gateway Servers (CRGS) Managed the CRGS Projects (Joint Collection Management Tools (JCMT), Eagle Vision Mission Management (EVMM) and Graphical Situation Display (GSD)). Project Manager for JCMT. Responsible for overall management and technical direction of the CRGS Projects. Managed the JCMT Project for NRO and the U.S. Army; the JCMT effort is both new development and Operations and Maintenance of approximately 600,000 source lines of code. Prepared major deliveries and led the Operational Evaluation Test for JCMT. Improved the development process on the project to Software Engineering Institute (SEI) Capability Maturity Model (CMM) Level 2.

Treasury Communications System (TCS) Year 2000 Compliance Project Responsible for organizing, coordinating and reporting on the TCS Year 2000 compliance activities, including inventory and assessment of Network Elements, test and evaluation of supplier upgrades, engineering changes to Network Elements and installation of replacements, upgrades and modifications.

Responsible for all engineering, technical marketing and proposal development of active noise and vibration control, information acquisition and processing technologies to government and commercial customers. Managed corporate engineering, IR&D and B&P efforts. Project Manager of Information Acquisition and Recording Technology Project for the U.S. Navy Office of Naval Intelligence (ONI). Served as Capture Manager and organized and ran the Red Team for two DARPA Maritech proposal efforts which resulted in $6M wins for Radix and a consortium of six other companies. The projects developed and used an Integrated Shipboard Information Technology (ISIT) System to provide international standardized interfaces, databases and communications for commercial shipping. Radix was the overall Project Manager and Mr. Seely served on the ISIT Management and Technical Advisory Boards.Directed the Radix IR&D program, overseeing efforts in Active Noise and Vibration Control algorithm development; actuator development; controller development; signal processing software development; and analog-to-digital (A/D) converter development. The IR&D programs resulted in two patent applications, one each in Active Control algorithm development and A/D converter development.

Responsible for developing new signal acquisition and processing systems. Directed the requirements analysis, algorithm definition, system design, and integration and test of fieldable scientific processing systems. Responsible for the system architecture of the MONOB Data Analysis System (MDAS) and the MONOB Range Control System (RCS). These two systems provided the experimental control and signal processing capabilities for a suite of data acquisition and signal generation systems. Managed four Divisions (Range Systems, Submarine Systems, Special Hardware and Engineering Services) and two Project Offices. Supervised approximately seventy technical and administrative personnel. Provided SETA (System Engineering / Technical Advisor) supporting the use of experimental data collection system assets, and the development of software systems. Provided all software costing and project scheduling support for the system development efforts at Radix. Responsible for planning and managing shipboard installation of data acquisition and processing equipment on 688 and Trident class submarines, and for managing the collection exercise at-sea. Responsible for the development of all special data acquisition and processing systems, including the initial design studies, requirements definition of special hardware components and the development of embedded software components. Managed a classified government contract providing SETA, system development and Test and Evaluation efforts in support of Proof-Of-Concept projects.

Responsible for the software development, integration and test of the Receive Array Collection System (RACS), the On-Board Data Acquisition System (OBDAS) and the Projector Array Control System (PACS). These systems provided signal acquisition and processing capabilities for surface ship use with multiple vertical hydrophone arrays (RACS), for use on-board submarines collecting data from large numbers of hydrophone and accelerometer sensor (OBDAS), and for use controlling a high-power, low-frequency vertical array of acoustic projectors (PACS). Developed software costing models, software development procedures, configuration management procedures and integration and test procedures, and supported sea trials on both submarine and surface ship platforms. Designed, coded, tested and integrated major software components for Executive level system control, process management, screen management, user interfaces, inter-process communications between fully encapsulated data and methods, and the definition and implementation of all system-level Application Program Interfaces (APIs

Responsible for integrating the Correlator/Tracker Subsystem (CTS) of the OSIS Baseline Upgrade (OBU) project. Managed a group of twenty engineers providing integration support and software development support of the analyst’s Workstation Locational Database Manager. Organized the delivery of approximately 100,000 lines of Pascal code comprising the scientific algorithm software for OBU. Participated in the test and analysis of the correlation and tracking functions provided by this software and aided in the planning for the end-product test and delivery activities. Responsible for management and technical briefings to NAVSPAWAR, PDW-110. Prepared and presented seminars on fast Fourier transforms, digital filtering, and other digital signal processing techniques to the laboratory and division technical staff.Managed the three-year Acoustic Broadband Radiated Noise Study Project for the Naval Intelligence Support Center (NISC). Developed a set of broadband spectrum analysis algorithms for characterizing the broadband spectrum, and a multi-sensor coherence measurement algorithm. Responsible for the development of a large acoustic broadband noise database comprising over 400 samples, and applied statistical pattern recognition techniques to the data to help characterize and classify the spectral components.

Responsible for staffing, maintaining and directing a section of fourteen technical staff members working in signal processing algorithm development and implementation. Managed the signal processing software development effort for a medium-sized (five minicomputers, attached array processors, 100,000 lines of Fortran code) signal processing system. Responsible for algorithm processes, software design and code, unit and integration test, and documentation and operator training.

Member of the Technical Staff Responsible for the system engineering studies and analyses of an adaptive antenna processing system for anti-jam airborne communications as part of the HAVE QUICK project. Organized and conducted ground and flight tests at Rome Air Development Center (RADC) and at Edwards Air Force Base. These tests evaluated the performance of the engineering models of the adaptive jam- cancellation system. Analyzed test results and generated MIL-STD-490 type B2 specifications for the system. Performed analytical and modeling studies of anti- jam capabilities as part of the Joint Tactical Information Display System (JTIDS) project.

Member of the Technical Staff Participated in the development and application of acoustic signal processing algorithms and software. Supported the development of analysis and IR&D systems in the functional areas of digital line tracking, spatial decluttering, adaptive beamforming, passive ranging and test signal generation. Responsible for a signal parameter measurement system used for underwater and aircraft signal analysis. Performed design studies and produced a functional description of the ARPA Acoustic Research Center (ARC). Taught technology courses in Fast Fourier Transforms and assembly language programming.
