Mr. Stout joined Ultra Safe Nuclear in May 2022 as Chief Nuclear Officer. He is responsible for development and deployment of Ultra Safe Nuclear's nuclear power products, including the development and construction of factories to produce nuclear fuel and micro modular reactors (MMRs). He is also responsible for licensing of MMRs globally and establishing large-scale means of production for Ultra Safe Nuclear's fuels and reactors. Prior to Ultra Safe Nuclear, Mr. Stout served at the Tennessee Valley Authority (TVA) from 2009-2022. As Director, Nuclear Technology Innovation at TVA, he led the successful NRC licensing of the Clinch River Site, obtaining an Early Site Permit from the Nuclear Regulatory Commission (NRC) for potential deployment of Small Modular Reactors (SMRs).Prior to TVA, Mr. Stout served as Director, Nuclear Fuel Recycling at the Department of Energy (DOE) where he was responsible for planning and policy development regarding nuclear fuel recycling. Mr. Stout was the lead interface with industry working under Cooperative Agreements with the Department in support of the Global Nuclear Energy Partnership. He was also the primary interface with the U.S. Nuclear Regulatory Commission.From 1991 to 2006 Mr. Stout worked in the uranium enrichment industry, predominantly at USEC Inc., where he was Director of Advanced Technology managing R&D, engineering, licensing, construction, startup and operations of advanced uranium enrichment technologies and facilities including gaseous diffusion, AVLIS, SILEX and gas centrifuge programs. From 1985-1991 Mr. Stout served in the U.S. Navy as a nuclear submarine officer. Mr. Stout also served in the Naval Reserves in the Naval Special Warfare community from 1991-2007, retiring as a Commander.Mr. Stout graduated from the U.S. Naval Academy in 1985. He received his Masters Degree in Engineering Management from the National Technological University in 1997.Mr. Stout has served as Chair of SMR Start, Chairman of EPRI ANT Committee, Board Member of US Nuclear Industry Council and was recently elected to the Board of the American Nuclear Society.Specialties Include: - Broad Government & Private Sector Nuclear Industry Experience- Engineering Management- Business and Strategic Planning
