Particular focus on compliance with US Corporate Integrity Agreement and in response to Anti-Bribery and Anti-Corruption investigations and efforts.• Instituted innovative approaches to procuring outside counsel services by initially requiring all matters to be done under negotiated alternative fee arrangements, principally fixed fee. Next established reverse electronic auctions for hiring counsel for matters exceeding $250k (Outside Counsel Selection Initiative, subject of a Harvard Business School case study).

• Represented pharmaceutical companies and trade associations relating to US FDA and government regulations.

• General Counsel advising FDA Commissioner, Department of Health and Human Services, and White House on litigation and regulatory issues relating to food, drugs, medical devices, biologicals (drugs and vaccines), veterinary food and drugs, and cosmetics. • Supervised more than 80 lawyers in agency that regulated one-quarter of the US economy, approved and managed all agency litigation, reviewed and approved all agency regulations and guidance.

• Practiced administrative and constitutional appellate litigation. 11 appellate arguments in federal court, including successful US Supreme Court appearance, 3 appearances in federal district court, and 10 in states courts of appeal on food and drug, broadcasting, telecommunications, insurance, voting rights, administrative law, and other issues.

• Advise White House and executive branch on constitutional and administrative law issues. Particular focus on First Amendment issues.
