Part 1 - Principles was released in 2017 and approved by ANSI. Part 2 - Implementation was released in 2019, and they were withdrawn from ANSI in 2020. The Center for Understanding Change (C4UC) is a nonprofit research center focused on understanding the impact of global changes and risk to critical infrastructure. We help our constituents understand the ripple effects of their actions and how specific changes and events affect them. We do this by leveraging the massive intellectual (and financial) investment in deep data models and advanced decision-making theory by tying them into an integrated analytical tool.

Cyon Research provided market evaluation and consulting in the computer industry. My roll was as a senior analyst for issues relating to life-cycle and Building Information Modeling. I participated annually for 10 years of the Congress On the Future of Engineering Software (COFES).

While the bimSMART foundation is currently dormant the need still exists as they were established to open the lines of communication between practitioners and academia while providing local "grass roots" open source networking necessary to move the entire facilities and infrastructure industry forward. It is our goal to be the catalyst to communicate regional and national issues to buildingSMART International – International Users Group (IUG).

The U.S. Department of Energy (DOE) and the National Institute of Building Sciences (NIBS) are working with industry stakeholders to develop voluntary national guidelines that will improve the quality and consistency of commercial building workforce credentials for five key energy-related jobs. This council could be expanded to provide similar schemes for other facility industry jobs.

After retiring from DoD in 2006 Smith joined the staff of NIBS in March of the following year. The FIC was renamed the buildingSMART Alliance (bSA) and took on the International Alliance for Interoperability - North America (IAI-NA). Smith led the organization until he retired from the Institute in 2015. During the last 10 years of his tenure, he was also on the Executive Committee of buildingSMART International. The bSA is the home of the United States National CAD Standard (NCS) and National BIM Standard - United States (NBIMS), both of which Smith initiated.

As a volunteer at NIBS working for several years Smith created the Facility Information Council (FIC) in 1992 "to improve the performance of the life-cycle of facilities including design, engineering, construction, operations, maintenance and retirement of facilities". Smith began his work with NIBS while working with Tom Rutherford to develop the Construction Criteria Base (CCB), initially offered on 8" WANG floppy disks and later the Whole Building Design Guide (WBDG) which was one of the first CD ROM applications beginning in 1984. Smith participated on the AIA CAD Layering Guidelines in 1990 and initiated the National CAD Standard in 1999. Later he introduced the National BIM Standard (NBIMS) which was first published in 2007.

Building on my deputy CIO and change management role at Army Research Laboratory, I was responsible for a large portion of a billion dollar effort, interfacing on a daily basis with the other four thread leads on the Business Enterprise Architecture (BEA) from Finance, Personnel, Acquisition and Procurement. We then interfaced with the DoD leads for the project who reported directly to SecDef. We demonstrated the roles installations and environment played in accomplishing the DoD mission. The goal was to collect data one time and re-purpose it to ensure everyone was making decisions based on a common set of information. This was the largest information architecture ever accomplished to date. I also led BIM efforts for DoD and was also a volunteer at NIBS developing the National BIM Standard-United States.

I joined the Army Research Laboratory (ARL) as action officer for a major transformation effort. Having been frustrated with the pace of change in the industry moving to CAD, I was offered a position to create change at ARL. The goal was to get to "5 9's", in other words 99.999% uptime for all critical high performance computing assets. Since much of the down time was related to infrastructure issues, my architecture background was a valuable aspect of my role. Working directly for Dr. N. Radhakrishnan/CIO and Dr. Whalin/Director I was at the grass roots of developing a five year strategic plan and vision for ARL. The plan was accomplished in three years! In that time we profoundly changed the information culture of the entire organization moving from 97% uptime to 99.997% uptime. A primary source of success was the Infrastructure Operations Center (IOC) which acted as the hub of information management visibility. We conducted a Total Cost of Operation (TCO) study with Gartner to validate our results, and had an economist on staff to support our ROI claims. A detailed report of our success is available.

Began work at NAVFAC LANTDIV as an architectural designer in 1974 on their training program. I experienced rotational experience as a project inspector at Little Creek, interior designer, and cost engineer. I developed first NAVFAC cost estimating system - CACE, I was heavily involved with the early days of Computer Aided Design (CAD).

Took a brief private sector job with the Smith, Hinchman & Grylls, Value Management Division to develop a knowledge based estimating system called ESTEK (Estimating Technology). Working with R.S. Means and McDonnell-Douglas Automation developed the team developed a state of the art main frame based tool just as microcomputers were emerging on the scene. While microcomputers were not then large enough to support the application, the move was away from time sharing on mainframes. While with SH&G also worked on billions of dollars of value engineering and life-cycle costing projects, including the North River Waste Water Treatment plant, still one of the ENR Top 100 Projects.
