Selected as designated representative for all agency reports, North American Electric Reliability Corporation, Title V, excess emission and process water discharge environmental reports. Participated in and co-managed periodic maintenance outages up to $10,000,000. Responsible for daily decision-making outside normal recurring evolutions. Coordinated outage scheduling with purchased power contract representatives. Served as primary liaison between the plant, plant’s owner, and the operations and maintenance contract owner. Drove root-cause analysis and corresponding plant changes.

Instrumental in reducing the incidence of high-pressure super heater tube leaks through controls and operational changes, saving approximately $100,000 per year in expected repairs. Reduced hydrogen procurement expenses by $150,000 per year.

Hog Bayou/Santa Rosa Energy Center-1X1 Combined Cycle Facilities

Managed approximately 13 operations and maintenance personnel at each facility. Oversaw plant management, operations, maintenance, engineering, safety and environmental work. Handled budget preparation and expenditure management, with annual budget of $2,500,000. Drove safety, health and environmental reporting, training, planning and coordination of small-sized to mid-sized capital project engineering up to $150,000 in equipment selection, scope development, bid review, procurement, property acquisition and construction management. Managed planned outages and recommissioning efforts for heat recovery steam generators and balance of plant equipment up to $400,000.

Mobile Energy Services-Energy Complex For A Pulp & Paper Mill

Managed operation of power boilers, steam turbines and biomass facility to supply steam and power to two paper-producing companies on one common site. Equipment included four condensing and back pressure turbines, and four gas, coal and hog fuel-based natural circulation boilers, with steam flow up to 1.8 MMlb per hour. The facility employed three separate plant steam headers operated at 300, 150 and 50 psi to support paper mill production and operations. Supervised 28 union operations personnel.

Udg Niagara Cogeneration Facility-50Mw Coal Fired Cogen Facility

Operated a 50- megawatt coal-fired independent power-producing cogeneration plant, including a circulating fluidized bed boiler, steam turbine, cooling tower, baghouse, coal reclaim, coal railcar unloading operations and ash-handling systems. Served as stand-in for plant manager and reserve control room operators needed. Performed light on shift maintenance as needed to facilitate continued plant operation. Supervised 16 operations personnel.

United States & Italy

Managed start-up, inspection, construction liaison and engineering of industrial steam generation equipment for power generation facilities. Handled outage planning, estimating and management. Drove performance testing and contract guarantee verification. Provided methodology for production of current and new products. Performed planned outage planning and execution at Blackdog Station, saving approximately $600,000 over previously planned expenditure. Coordinated performance test operation and avoided $1.3 million of expected liquidated damages. Performed as the Lead Field Engineer on numerous projects and performed periodic outage season boiler inspections as needed with Foster Wheeler.
