Led a Merger and Acquisition initiative between Citibank, N.A., and FDC, merging the lockbox payments processing operations of the two firms.  Managed the human resources acquisition, training, communications, and handling of 281 new staff. Merged $70M plant with existing systems, revamping business operations and technical processing. Led vendor management (Wausau) and provided direction to a resource team of over 100+, including six mid-level Managers and multiple I.T. teams.

Conducted an Organizational Readiness and Effectiveness Study. Provided research and best practice advice on organizational, process, and staffing changes needed to improve the success of a significant $50M organizational change initiative and investment in a new FINEOS claims management system for health care.

CTO of the DHHS I.T. organization, supporting over 4,500 staff engaged in Medicaid and Long-Term Care, Behavioral Health, Public Health, Developmental Disability, and Children and Family Services assistance for over 250,000 Nebraska citizens. I lead or am a crucial driver of I.T. strategy, architecture, web, cloud, and legacy software development, infrastructure, project management, and data governance. The systems at DHHS are health care eligibility, enrollment, claims adjudication, and care management focused.  Lead the change to DHHS Agile procurement, lean business case methodology, and greater agility through a product office.  Develop technology roadmaps for a 3–5-year service horizon. Provide I.T. leadership for a complex, $150M+ SAFe Agile transformation to integrate Health and Human Services, including native front end React development, Azure, cloud-based server-less architecture, Java microservices development and advanced data analytics to wrap legacy systems.  Manage complex budgets, contracts, procurements, and relationships with federal partners at the Centers for Medicare and Medicaid Services (CMS) and Food and Nutritional Services (FNS).

Mgmt. Framework for support. Negotiated and managed 30+ vendor product and services contracts directing up to $300M of funding.
