Dan is the EMS Coordinator for Emergency Medical Services for the Alameda Fire Dept. AFD is 1 of 7 pilot projects in the State of California for Community Paramedicine.Dan is a recognized expert in EMS System delivery & design, EMS/health service integration, and service delivery models for out-of-hospital care. Dan has worked with the Centers for Medicare and Medicaid Services on EMS integration into accountable care organizations.As the EMS Coordinator for the Oakland Fire Dept., he was in charge of operations for the 33rd largest city in the United States and was acting EMS Director during his 6-year tenure. Duties included training/education, designated infection control officer, development of revenue streams, budgets, QI activities, equipment, & supplies. In this position, he has also worked on local emergency response planning, disaster preparedness, hazardous materials, & continuity of operations planning, and emergency response (including deployment & rostering). Dan has held various positions such as EMT-A and paramedic in urban EMS systems (20 years Newark, NJ), emergency department RN, EMS tour chief, comm center chief, dispatcher, EMS Director, college professor, & training coordinator. Dan was the Chief Operating Officer of EMS for the Saint Barnabas Health Care System, the 28th largest health care system in the United States. He had a fleet of over 100 vehicles & 400 employees.Author of numerous articles, and book chapters on Human Resources for EMS management text and Ambulance Operations.Dan was one of the primary consultants to the Pan American Health Organization/Bahamian Ministry of Health, and he was the lead consultant for the Ambulance Service Re-Design for the Hong Kong Fire Services Department.
