Responsible for real property including, assets sold and/or leased to individuals and companies, track development agreements, maintenance and warranties as associated with the real estate assets and conduct strategic market analysis, economic analysis and development and monitoring of incentives. Represent the city in areas entrepreneurial development. Prepare written reports and proposals; make oral presentations to private developers, local, national, and international businesses. Represent the department before the Hampton Economic Development Authority, the Hampton City Council, and the public.

Responsible for assisting companies in three areas: obtaining federal, state and local incentives, reducing labor costs and obtaining refunds based on overlooked opportunities.

Responsible for developing and executing plans that promote the economic attributes of the city to new businesses, conduct site visits to existing businesses and provide an overview of local and state resources that are available to assist them. Prepare written reports and proposals; make oral presentations to private developers, local, national, and international businesses. Represent the department before civic and professional organizations, the Hampton Industrial Development Authority, the Hampton City Council, and the public.

Responsible for administering a statewide community and economic development program through the Virginia Department of Housing and Community Development and coordinate the use of state tax incentives designed to stimulate investment activity within state-designated enterprise zones. Promoted Virginia's Enterprise Zone localities and aided in the retention and attraction of local, national and international business firms by providing technical assistance to legislators, certified public accountants, research organizations, attorneys, developers, business owners and other clients through consultation, written communication, site visits, and workshops. Provided annual reports for submission to the General Assembly.

Responsible for developing public/private economic development programs to stimulate investment and job creation; conduct specialized economic development studies and developed related polices, plans and programs; supported business retention and marketing activities and maintained effective working relationships with businesses, developers, the general public, municipal, regional, state, and federal officials.

Responsible for participating in a wide variety of special projects including housing program planning, housing program performance and compliance monitoring, socioeconomic research, policy analysis, and working with citizen committees on various housing issues.

Responsible for comprehensive planning tasks related to general urban, rural, and regional planning projects, as well as technical studies regarding land uses, strategic area plans, comprehensive plan amendments, and other planning activities as assigned.
