Mr. Gulley began his professional career 6 years ago at Ad-Villa Consult a Financial Management consultancy firm (Ghana) were he served as a Junior Auditor after completing his undergraduate studies in Banking & Finance from Valley View University (VVU). On arriving in his country of birth (Liberia), he briefly worked at International Bank Liberia (Limited) as an Internal Auditor but quitted after spending barely (4) months on the job to pursue a Post Graduate scholarship offered by the World Bank in Public Procurement at the University of Liberia. After 12 months of grueling intensive training, he graduated with honors and was assigned to one of the distinctive and prestigious Ministry within the Republic of Liberia (Ministry of Foreign Affairs), where he served as a Procurement Specialist. During his tenure, the procurement department implemented several changes like; low key e-procurement practices, hundred 100% electronic and hard filing system, a bottom-top approach for procurement planning, and competitive bidding and contracting for all budget line items. His expectations for implementing these strategies was to recalibrate bidders' confidence in government procurements whilst boosting and solidifying the objects of public procurement: transparency, accountability, efficiency, and value for money for taxpayers’ monies. After completing his mandatory 2 years contract with the Government of Liberia (GOL), Mr. Gulley was hired by the Liberia Telecommunications Authority (LTA) where he held two positions: Procurement & Logistics Assistant and the Procurement & Logistics Supervisor. At the LTA (a regulatory and autonomous agency), his basic role was to strengthen the entity's procurement functions relative to the Public Procurement & Concessions Act (PPCA), Revised 2010. He immigrated to the United States of America (USA) and pursued a Master's of Science Degree in Government Contracts at The George Washington University (GWU).
