The Standards Compliance Manager provides leadership in implementing both short and long term business strategies that will ensure OUC's compliance with NERC standards. Leads team during FRCC/SERC audit and enforcement activities. Works collaboratively with key business partners to implement compliance programs and ensure policies, guidelines, and practices are properly performed.

Senior NERC Compliance Consultant with experience in reliability standards implementation and support. Support clients in compliance with NERC reliability standards; prepare documents required in compliance with reliability standards. Perform mock audits, gap analysis, and related consulting activities. Advise senior leadership on process improvements necessary to maintain NERC compliance. Support clients with self-certifications, self-reporting, implementation of corrective actions and mitigation plans.Responsible for managing various projects and staff resources, including scoping, budgeting, maintaining schedules, communicating and managing deadlines. In addition, coordinating deliverables, leading project teams, control change and risk management, ensuring the company’s quality control processes and validation to support compliance are being achieved, and establishing and performing to critical project objectives. Some of these projects include: a long term compliance program covering NERC CIP standards, facility ratings documentation for transmission substations, and arc flash studies. Participate in the preparation and submittal of engineering and compliance proposals. These activities include collaborating and coordinating with internal and external clients, and coordinating project planning and execution.

Responsible for analyzing transmission line operations (fault location) to assess the equipment for correct operation and reporting any misoperations to the FRCC. Also, responsible for TADS reporting to NERC. Provide strategic direction for implementation of long-term equipment health plans, maintenance, system projects, O&M projects, and capital projects to enhance reliability.

Overseeing regulatory compliance for the Transmission department at PEF (FRCC, NERC).

Responsible for being the point of contact in Florida for System Reliability and Component Engineering, providing overall leadership and direction to other asset management engineers, as well as system engineering support for the transmission system. Provide strategic direction for implementation of long-term equipment health plans, maintenance, system projects, O&M projects, and capital projects to enhance reliability. Perform substations condition assessment and document results. Analyze transmission line operations (fault location) to assess the equipment for correct operation. In accordance with NERC and FRCC standards, insure the digital fault recorders configuration is in compliance and maintain the misoperations report. Preview all maintenance sponsored projects coming before Project Review Group (related to grid system) and make a recommendation.

Responsible for planning improvements to the distribution system for Puerto Rico’s sole supplier of electric power, such as: new substations, capacitor banks, increase capacity of breakers, lines and power transformers. In charge of the implementation of distribution automation using automatic reclosers, from the purchase of the equipments, to the design and installation throughout the feeders. Offer technical advice to other departments within the company. Supervise engineers and technicians performing electrical system studies for problem solving within the existing distribution system and/or future projects.

Apply settings to electromechanical or microprocessor relays used along Transmission (230KV, 115KV and 38KV) and Distribution (13.2, 8.32 KV) Systems; apply relay protection schemes (Blocking , Permissive, Differential etc.) for Transformers, Lines, Busses and Distribution Feeders protection. Perform Short Circuit and Coordination studies with the help of computer software to assure the reliability, selectivity and sensibility of the utility power system. Study drawings of power system, making complex calculations to determine type, number, location, and correlation of protective devices, such as relays, circuit breakers, and fuses. Provide recommendations and coordinate testing, repair, and installation of equipments with other departments and private contractors. Plan adjustments and additions to protective system needed by increase demands with the development of new residential areas and unusual requirements of heavy industry. Supervise and train engineers and technicians performing electrical system studies for relay settings and fault location. Active in various team projects to include:• Implementation of a Gas Turbine Generation Plant at Arecibo, overseeing protection aspects.• Managed protection compliance for a Gas Insulated Substation in Aguas Buenas, the first one of its kind in Puerto Rico, and in Barrio Piñas, Corozal.• Worked in relay system maintenance during the disastrous Hurricane Georges, maximizing efficiency of the few lines left operable for proper restoration of electrical systems.
