I made Cadastral maps on ESRI Acrmap, I took Mylar maps, scanned into the program, I Geo-referenced them to aerials photography, and build custom maps, and then linked them to county tax records, after the maps where built I would go back though and QC "Quality control" them. Merge process and another QC. And it's send to the programing stuff. If any of the cad mapper needed help, I would help and answered any question, and built polygon when the time was needed.
