Daniel Babuca is an accomplished leader with a proven record overseeing the delivery of transportation planning, preliminary design, final PS&E, alternative projecet delivery, design support during construction and construction management. He has direct experience creating strategies and processes that focus on customer satisfaction and innovative delivery. An excellent communicator, he has leveraged his energy and integrity to facilitate outreach and discussion among diverse stakeholder audiences — including technical and non-technical professionals, civic leaders and the general public— to foster greater understanding and collaboration, and ultimately, contribute to more effective solutions that are well-suited to the communities they serve. Prior to joining WSP USA Inc., Daniel was an Engineering Manager and Project Engineer with the Washington Department of Transportation (WSDOT). During his 15-year tenure at WSDOT, he successfully developed and supervised well-organized and high-performing teams, including WSDOT and consultants, for major infrastructure projects, including the $4.65 billion SR 520 Bridge Replacement and High-Occupancy Vehicle (HOV). He was responsible for scope, schedule, and budget of corridor engineering design, right of way, utility program, and technical studies such as Value Engineering, Risk Assessment (CEVP), and constructability reviews. He also managed design and engineering studies used in the NEPA/SEPA alternative analysis, ESA, cultural and historic resource consultation, and project permitting. He developed and actively managed contract scope of work, independent cost estimates, and project delivery schedules for design engineering and construction contracts.
